<br /> and the Human Rights Ordinance, and felt they should be handled in the same manner. Ml. yor
<br /> Anderson did not agree, and felt the administration aspect should be considered. The City
<br /> Manager, said the City does its best to deal economically, without consideration of
<br /> political position. . Dr. Purdy did not think the Counc i1 should consider this proposal.

<br /> Mr. Richard McClintic, representing the U.S. National Bank,
<br /> always been a good corporate citizen, and asked to explain that the Bank has had a
<br /> standing policy with the newspaper on any non-political public interest issue, that it
<br /> be included in a joint ad with merchants of the community. The Bank, was not aware of
<br /> this ad until it appeared.

<br /> 2. Dog Control Ordinance, Amendments - The City Manager outlined problems encountered with
<br /> the Dog Control Ordinance, with the. impoundment fee and preservation of a dog owner's
<br /> right of appeal to municipal court.
<br /> Mrs. Hayward asked how the mun~cipal court establishes bail. Can this bail be changed
<br />I at any time? Assistant City Attorney said some bail schedules concerning state law
<br /> are established by the Supreme Court, but he did not think this applied to the Dog
<br /> Control Ordinance. The Municipal Judge has the right to estab~ish ,~easonable ~ail.
<br /> In answer to Councilman Purdy the Assistant City Attorney said in many instances the
<br /> fine has been only $5.00. Mr. McVicker, Manager of the Lane Humane Society, said
<br /> at times it is only $2 or $3, with the majority being $5. ,This seems to encourage
<br /> repeated offenses. Councilman Purdy felt the $lO.impound fee would be fair. Mrs.
<br /> Hayward was concerned about control of dogs, .and wanted to be sure the decrease in
<br /> impound fee might,not encourage a decrease in bail: She sll;ggeste,d sOIl\e ',kind of
<br /> graduated fee for repeated offende~s. The Assistant City Attorney said this could be
<br /> established in a manner similar to driving offenses.
<br /> Dr. Purdy moved seconded by Mrs. Hayward that the Council approve the proposed amendments
<br /> to the Dog Control Ordinance. . ,
<br /> Mr. A.W. Krieg, 3252 Onyx Place, approved of the Ordinance, and said he thought the
<br /> amendments would make it more workable.
<br /> Mrs. (Otis Wold, 1955 Terresa, said she lives in the Cal Young District, and suggested
<br /> that enforcement could be improved in this area. She complained that maDY dogs are
<br /> still running loose and coming into her yard. She approved of the Ordinance, and the
<br /> amendments proposed.

<br /> Mr. Ray was requested to read the ordinance amendments for the information of the audience.
<br /> Catherine Peters objected to an impound fee of $20.00 and felt it should be reduced. Blaine
<br />e Ackley.agreed, and said there is general agreement the fee is. too high. He approved of the,amend~
<br /> ments. He said he felt dog owners should be contacted when their dogs were picked .up if they were
<br /> licensed, and asked if it were true that a percentage of this fee went to reimburse farmers for
<br /> damage to livestock from dogs. The Manager said this is State law.
<br /> Councilman Wingard said the legislature had tried to pass a bill to allow humans to be reimbursed for
<br /> injuries, but this was not passed. It is hoped the law will be changed some day.

<br /> Councilwoman Hayward commented that the purpose of the fee is to encourage owners to control their
<br /> dogs, rather than to collect the money.
<br /> Councilman McDonald was against the, amendments, feeling the 'object of the ordinance was to keep
<br /> animals under control, and he felt the higher fee had accomplished some good.

<br />I Virginia Gleaves, Highland Oak Drive, wanted dogs controlled, but felt there should be -some information
<br /> available at the Humane Society informing people of their right to be heaid in court. She was informed
<br /> that information is available at the -Humane 'Society. :
<br /> Mrs. Howard Skj'ei was in favor of the amendments, and felt they recognized both sides of the case.

<br /> to provide conditions under which the Auditorium Association will act for the city of Eugene
<br /> ~n planning phases of the Auditorium-Convention-Touriocfacility. The Contract has been
