I Councilman Purdy was concerned about the clause concerning monies remaining at com- pletion of the contract, and felt the contract should be worded to say that monies - would be paid as received into that fund following that date, and would receive top priority. City Manager agredd the City might wish to be in a position that, if the j contract was not completed on time, an exception could be made. . Dr. Purdy was also I concerned that the convention-tourist group had not been included in the planning, and the Manager explained that the City would. be representing their interests. 1 I Mrs. Hayward moved seconded by Dr. Purdy to approve the proposed agreement, as amended. I Motion carried. I Mrs. Hayward moved seconded by Mr. McDonald to approve the Auditorium A~sociation agreement, ;- as amended. .~Rollc~~~. vote;. All councilmen present voting aye, motion carried. I Mr. Lee Bishop said the Auditorium Association appreciated the Council action just taken, and that e the Board of Directors of the Association was meeting September 24 to take similar action. 4. Eugene Renewal Area Mall Study - The Director of the Renewal Ag~ncy requested.a meeting with the Council September 29, 1969 at 7:30 p.m. in the Council Chamber. This was II agreed upon. Paving Alley, 24th to 25th - A petition signed by owners of 52% of the ~rontage was presented requesting paving of the alley between Willamette and Portland Streets from 24th Avenue to 25th Avenue. , 11 Mrs. Hayward moved seconded by Mr. McDonald to receive and file this item, since it was previously I handled under Item "Bids". Motion carried. \ I, 6. Personnel Policy Discussion - Discussion of holiday pay continued. Mr. Mills outlined II Ii the city position relative to pay for holidays.when an employe has been off work for 11 a three or four week period. A time limit has been proposed in which employes will !, be eligible for holiday pay. 'I II II Mr. Pat Flyhh explained the Fire Fighters industrial accident clause. For a period of II six months the injured employe is paid in part by the state, and the remainder of his 'I salary by the City. After six months, the State makes a settlement, and if.the employe Ii is still not able to work, theCity does not allow him to take sick leave. The Fire II Fighters feel they should be allowed to take earned sick leave at this time. Mayor Anderson felt a philosophy needed to be established on sick leave before this I discussion could be settled. Regarding vacations, the Personnel Director outlined administration position relative I I to vacations, and said the Fire Fighters recommend a change in designation of accrual I after ten years service. There has been some variation in departments in the method of I accounting for vacation, and this proposal would eliminate the problem. II " I Councilman Gribskov felt for administrative purposes, the policy would have to be I followed that vacation has to be earned. I , j Post.said the employe group is advocating three weeks vacation after seven years II Mr. II and four weeks after fifteen years, to be more in line with other city employer ~ - practices. They feel the trend is to more time off. Ii II Due to lack of time, the Mqyor continued this discussion until .the next committee of I !I the whole meeting. il !I Mrs. Hayward moved seconded by Mr. McDonald to receive and place on .file Item 6 of the Committee II report. Committee on Social Goals - Mayor Anderson announced his intention to form a committee I to study problems and outline to the Council possible courses to follow to reach social I I goals. Truck Parking Ordinance - Councilwoman Hayward requested that the amended truck parking !, ordinance be delayed for further Council action until November. Manager said he has not II yet seen a draft of the amended Ordinance, and that this delay will be' no problem. II II 3. Lions Club Forum - Councilman Purdy. requested the C~ty Council to ~ttend Lion's Club meeting for question and answer type forum.
