Part of .the Junction Ci,ty, Wa ter Control I District drainage canal runs across the'extreme northeast corner of Mahlon Sweet runway clear zone. It is not anticipated that this area will ever be utilized, as a new runway will be constructed in a different location. Dr. Purdy moved seconded by Mrs. Hayward that the : Council .grant the easement re~~ested by the JU!J,ction City Water Control District for a, drainage canal. Motion carried. i Mrs. . Easement, Eugene Water and Electric Board - EwEB has reques.ted an easement over city property for installation of lines. The Parks Director requested that lines be put underground. This request has been complied with. ands~aff can foresee. no. problems. - Mrs. Hayward moved seconded .by Dr. Purdy to grant;the easement requested by EWEB on , river front property located north of Adams and south of Willamette for underground I utilities. ~otion carried. e II Mrs. Hayward moved seconded by Mr. McDonald to approve .Item lQ of the Corrunittee repo~t. Exchange of Property, Spencer Butte Park - The Parks Director explained that an exchange of property belonging. to.,the park with a similar piece belonging to Mrs. Emery Pruett would.improve park property by keeping the entire park on the same I side ofWillamette Stree~. This will be a straight exchange of property; with .no I monetary consideration. - II I, Dr. Purdy moved seconded by Mrs. Hayward to approve exchange of city parks property I with that of Mrs. Prue.tt. Motion carried. Mrs. Hayward moved seconded by Mr. McDonald to approve Item 11 of the Corrunittee report. Rollca 11 vote. All councilmen present voting aye, motion carried. I 2270 West 18th. - Building Superintendent has reported demolit~?~ is proceeding on 12. Abatement , I this property and a hearing for abatement is no longer r.equired.' Council agreed to cancellation of the hearing. Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 12 of the Corrunittee report. I Motion carried. I 'I 13. Personnel Policy Discussion, Continuation - Personnel Director distributed copies of a I benefit comparison sheet, and explained benefits paid by different companies in the area. I There was Council discussion regarding holidays, and the Council consensus was that holidays .falling on Sunday would be recognized on the follow.ing Monday, but that those .1 falling on Saturday would not be recognized. The Council agreed that those working on Saturday would receive additional compensation for the day worked, and felt policy modification should be considered. I I Mr. Flynn felt firemen should pe paid time and a half for working on holidays and proposed six days off in lieu of four. The employe group has requested the same consideration. II The Council discussed the rate of pay for holidays worked, and suggested further study II of this policy. Mayor Anderson said it was not necessary'to compare with the best 'I in industry, but consideration should be given to ,the entire.policy for city employes. Mr. Flynn said this had been discussed at length with'the PersOnnel 'Director; and ' . they were requesting an equitable solution to the problem. I Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 13 of the Committee report. , I' Motion carried. Assessment Segregation - Emerald Development Co. (Lemer,y) Paid $348.67 Balance Due $1,301.02. I Manager said staff recorrunends !=lpproval of...this segregation. I Mrs. Hayward moved seconded by Mr. McDonald to approve segregation of assessments for Emerald I I Development Co. in amount stated above. Rollcall vote. All councilmen present voting aye, motion carried.
