Walking Tour, Downtown Agency - Eugene Renewal Agency has invited the Council to Bloin <br /> downtown businessmen and members of the Renewal Agency on a walking tour of the down- <br /> town area on Tuesday, September Z3. They will meet ~t the 10th and Oak parking structure <br /> and will tour spots being developed to get a conception of.the proposal. <br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 1, Z, 3, 4, and 5 of the <br /> Committee report~ Motion carried. <br /> 6. Planning Commission Report, September Z, 1969 <br /> a. Wester, West side of Jefferson between Clark and West First - Planning Commission <br /> recommended change of zone from R-Z to RG, modifying Mr. Wester's request for <br /> R-3. There was some discussion regarding paving of an alley, and it was the <br />e general feeling this alley would receive a great dea1 of use and should be paved. <br /> Mrs. Hayward moved seconded by Mr. Teague that the Council uphold the recommendation <br /> of the Planning C~mmission regarding rezoning of property on the west side of <br /> Jefferson between Clark and West First. Motion carried. <br /> b. ' Rexius, northeast corner 8th Avenue and Chambers - Planning Commission recommended <br />I change of zone from RG to RP, and recommended that a conditional use application <br /> for nursery stock display' and sales be submitted later. The Planning Commission <br /> also modified this request, which was for, C-Z. <br /> Mrs. Hayward moved seconded by Dr. Purdy that the Council approve rezoning of the <br /> Rexius property as recommended by the Planning Commission. Motion carried. <br /> Councilman McDonald commented that he was happy to see this rezoning - that Rexious had <br /> improved the area with their nursery. <br /> c. Hannum Motors, east of Coburg and so~h of Centennial - Planning Commission recommended <br /> rezoning from PL toC-Z. The'County has proposed to vacate a portion of Day Island <br /> I Road lying between Country Club and Centennial. Hannum Motors will purchase the <br /> \'1 <br /> II property, which is adjacent to their proposed new auto agency. The Planning Commission <br /> recommended this rezoning, subject to development unde~ Planned Unit Development <br /> I regulations. <br /> Mrs. Hayward moved seconded by Dr. Purdy, to approve rezoning of,the,area east of <br /> Coburg and south of Centennial from PL to C-Z subject to conditions recommended <br /> by the Planning Commission. <br /> There was Council discussion of curb cuts, and concern that traffic should be under <br /> I strict controls. The Planning Director said Lane County Public Wor~s Department and <br /> the City Engineer had been setting up criteria for entrances and exits. There will <br />I be no new curb cuts on the property being rezoned. <br /> Vote taken on motion as stated and moti~n carried. <br /> Mrs. Hayward moved, seconded by Mr. McDonald that Items 6a, 6b, and 6c of the Committee report be <br /> approved. _ Motion carried. <br /> 7. ' Proposed Joint Civic Center Plan - Representatives of Lane Coun~y, State of Oregon, <br /> United States, Eugene Water and Electric Board and the city of Eug~ne agree that there <br />e is need for coordinating planning of ownerships, land use, traffic handling, parking, <br /> pedestrian facilities, utilities and building locations, and have proposed that the <br /> County apply for a non-interest loan from the Community Facilities Administration for <br /> planning funds. The loan would be repaid by agencies proceeding with construction in <br /> an amount proportional to the total project. Estimated cost is $37,000. Since the <br /> City has completed new construction, it will not be a major partner in repayment of the <br /> loan, but will participate in planning the overall program. <br /> Mrs. Hayward moved seconded by Dr. Purdy that the city participate in the civic center <br /> plan study. <br /> In answer to Councilman Purdy, the City Manager said this area is outside the present <br /> urban renewal area, but there will be close coordination with ERA. <br /> Vote taken on motion as stated. Motion carried. <br />I Mrs. Hayward moved seconded by Mr. McDonald to approve Item 7 of the Committee Report. Motion carried. <br /> 8. Lane County Deed of Property to City - Lane County pas proposed to deed to the City <br /> Tax Lot 15600, which lie~ between Washington Street and Jefferson Street on the <br /> Amazon Channel. This property may be needed later for development of the Amazon <br /> Parkway. Staff recommends that the Council accept this deed from the County. <br /> I Mrs. Hayward moved seconded by Dr. Purdy to accept the property offered to the <br />- City by the County. <br /> I <br /> j Mrs. Hayward moved seconded by Mr. McDonald to approve Item 8 of the Committee Report.
