There are some who cannot afford to pay the <br /> rate indicated at the present time. <br /> Mayor Anders~n said the fundamental question was the matter of responsibility of the City as to <br /> funding this type operation. : The Council has to give some indication whether or not staff should <br /> take this into consideration~~ and ask staff to report cost. Do they want to go a step beyond <br /> leaf collection and pick up organic material also? The Council should let the staff know so they <br /> can bring back a realistic recommendation. <br /> Mrs. Hayward said what the Council really asked for were possible things that could be done. <br /> It may be necessary to insist that citizens make some arrangements to remove their debris. Twice <br /> a year will not,be sufficient. .Peop1e will have to get rid of it ~egular1y. <br /> Mayor Anderson said he thought the Council sought first to seek cooperation from garbage collectors <br /> to pick up organic material; second to investigate the possibility of the City accepting this <br /> responsibility; third to investigate the possibility of a special rate, using either of these <br />e two methods; four, whether the City would like to pick up the entire cost. <br /> Dr. Purdy asked whether this included consideration of special licenses for private companies. <br /> Mr. Ray asked if what the Council was talking about was material which results from landscaping <br /> acitivites of residents. Mrs. Hayward said there should be a way to separate this from bathtubs <br /> and davenos. Mayor Anderson said Mr. Mohr's definition was a good one in this case. <br />I Mrs. Beal said she had also asked for a memo on the ordinance now in effect which will have some <br /> bearing on accumulation of trash in residences. Mayor Anderson said this will be long range, <br /> and the Council is discussing a short range program. <br /> Vote taken on motion. Motion carried. <br /> 10. Discussion of Employe Personnel Policy - continued to next meeting <br /> 11:; League of Oregon Cities Convention, November 16-18, Hilton Hotel, Portland. Office will <br /> contact Council members for reservations. <br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 10 and 11 of the C9mmittee <br /> report. Motion carr ied. <br /> Committee meeting held October 8, 1969: <br /> Present: Mayor Anderson; Councilmen Purdy, McDonald, Teague, Beal and Gribskov; and others. <br /> 1. Committee on Aging - Councilman Teague reported the Committee on Aging has met and dis- <br /> cussed matters of transportation,and assessments on property of elderly pe~sons. They <br /> have set up a regular meeting time. <br /> Mayor Anderson explained that Mr. Teague is Council representative on the Council-app- <br />I I ointed committee on aging and will maintain liaison with Council in problems and <br /> programs for elderly in the community. <br /> 2. By-Law Committee - Dr. Purdy reported that the By-Law Committee has met twice with <br /> the City Attorney and will report shortly after the City Attorney returns from vacation. <br /> 3. Personnel Policies Committee - Mrs. Beal asked for a report from the committee appointed <br /> on personnel policy and collective' bargaining. Mayor said he will contact them and <br />e give a report. <br /> Beal felt the commitlBe would be-of little use if they could not meet immediately <br /> Mrs. <br /> and felt they should be dissolved. Mayor Anderson said he had a discussion with the <br /> committee chairman, Mr. Fraser, about five weeks ago, and he has since rontacted members <br /> of the committee, and they will be meeting shortly. <br /> Mrs. Hayward and Mr. Mohr entered the meeting. <br /> Mrs. Hayward said she had called Mr. Fraser,a but had been unable to reach him. <br /> Mrs. Beal said the purpose of appointing the committee had bee'n to expedite Council <br /> discussions. The committee has done nothing but delay the Council, and she suggested <br /> that they proceed without a report, and again suggested the committee be dissolved. <br /> Mr. Teague reminded the Council that the committee was set up for other than collective <br />I bargaining, especially employe relations. <br /> The Mayor said the committee should be contacted before assumptions are made. <br /> In answer to Mrs. Beal's statement, a deadline should be set, Mrs. Hayward said the <br /> committee should be contacted before setting a deadline. <br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 1, 2, and 3 of the Committee <br /> report.
