Mr. Fraser had read the account <br />in the press and asked the Mayor to direct his correspondence to the Council. The Mayor read _ <br />a letter requesting some form of time schedule and work plan be suggested to the Corrrrnittee. ;Mr. <br />Fraser enclosed a copy of a Central Lane Metropolitan Study Commission Work Outline, indicating <br />what had been done to schedule work for this corrrrnittee. He explained that, prior to calling the <br />corrrrnittee together, he desired to become ramiliar with its background so that time could be <br />properly utilized. <br /> <br />Mayor Anderson has discussed this with Mr. Fraser and,he bas suggest~d_a simpleoutl~n~ of steps <br />to be taken by the Corrrrnittee. -- <br /> <br />D <br />Mayor Anderson appointed Mr. Mc onald, Mr. Mohr and Mr. Gribskov to meet with Mr. Fraser immediately <br />and set up a time schedule with "him, so that the work of this corrrrnittee may proceed. Mr. McDonald <br />will serve as chairman and will follow this course of' action. Copies of Mr. Fraser's letter will <br />be sent to the Council. <br /> <br />Mrs. Beal asked to have a time-table for the council subcorrrrnittee. Mr. McDonald replied that the e <br />corrrrnittee had been directed to enter into this at once, and they would contact Mr. Fraser., <br /> <br />4. On-Street Parking Space - Mrs. Beal asked fora report on a suggestion made to permit <br />property owners to reserve parking space, upon payment of a fee to the City. The Attorney <br />said a report is ready, but he would like to discuss it with Mrs. Beal before making it <br />public. ' <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 4 of the Corrrrnittee report. 1 <br />Motion carried. <br /> <br />5. Moratorium, Vietnam - Councilman Mohr suggested that the Council participate, not as <br />councilmen, but as individual elected representatives, in activities and discussions <br />II taking place next Wednesday for a Vietnam ~oratorium. This is a nation-wide program <br />I \ to re-focus attention of the nation on problems of war in Vietnam. Mr. Mohr thought <br />it appropriate that the City becom~ involved, since the Council has resolved itself on. <br />the issue of defense spending. and national priorities. Mr. Mohr suggested that the <br />Council hold its next meeting in the Council Chambers, beginning at 11:40 and have a <br />symbolic program. At 12:15 the Council could reconvene and go on with its business <br />meeting. \ <br /> <br />Councilman McDonald was uncertain if Mr. Mohr was asking City government to oppose <br />expenditures for this so-called war. He did not feel there was a war in Vietnam, <br />at the present moment. <br /> <br />Mr. Mohr said he was not suggesting that the Council debate th~ issues, but was <br />indicating the City shogld take a part in this national program. <br /> <br />Mayor Anderson asked to put the matter in a different perspective. He looked upon the <br />~oratorium as a day of reflection and contemplation, and felt that, basically, it should <br />I be a day of d igni ty, not a day of violence. The Council Chambers and City facilities -- <br />are at the center of local government, and we, as a Council, are in effect a depository 1 <br />illor public expression of citizens in the community. The Council is essentially a <br />catalyst for activity in the city of Eugene and is not here to pass resolutions_on items <br />I of political concern. The Counci'l has an opportunity for expression in all atmosphere <br />i of dignity and reflection. <br />I <br /> <br />II Mayor Anderson suggested the Council ,authorize use of the Council Chambers from 11:45 <br />, to 12:15 to provide an opportunity for all citizens of Eugene to come and participate in ~. <br />II a progra.m which would give Council members and all citizens a chance to look at the 41. <br />I situat~on in light of its effect on' our City - and a 12 :20 reconvene at the Eugene ',-- <br />: Hotel for its corrrrnittee of the whole meeting. <br />I <br />I Mrs'- Hayward moved seconded by Mrs. Beal to delay the Corrrrnittee of the Whole meeting on <br />III' October 15 until 12 :20 to provide the Council an opportunity to take part in a city-wide <br />Vietnam Moratorium. <br /> <br />I <br />II Mr. Mohr;.said he had hoped the program would be on the public record. <br />" <br />'I <br />II Vote taken on motion. It is a private matter. Mayor <br />II Anderson said every attempt has been made to make this clear. This ,is not an action by the.
