To ma ke <br /> property owners happy, they permit some curb sidewalks, but it basically robs the <br /> City of public right of way. <br />e Vote taken on motion. Motion carried. <br /> Mrs. Hayward moved seconded by Mr. McDonald to approve Item 14 of the Committee report. Motion <br /> carried. <br /> 15. Public Works Bids - Bid tabulation sheets were distributed to Council. A public <br />I hearing will accompany award of bids at the regular meeting to allow persons assessed an <br /> opportunity to be heard before a commitment is made. Director of Public Works <br /> explained that these were two small sidewalk bids on a street where all other lots <br /> have sidewalks. Notification had been given to build sidewalks, but the Department has <br /> had to bring them to bid. Award is recommended. <br /> Mr. Gribskov moved seconded by Mr. McDonald to award the contract. <br /> In reply to Mrs. Beal's question, Public Works Director said generally an attempt is <br /> made to install storm sewers when building sidewalks. In Bethel-Danebo and Wi,llakenzie <br /> areas no storm sewer system has been built. <br /> Vote taken on motion. Motion carried. <br /> This item was handled previously on the agenda. <br /> 16. Trash Accumulation - In reply to a question from the Mayor, Mr. Mills said the staff <br /> has no recommendation on the disposal of the accumulation of trash. Mr. Ray reported <br /> that the solution appears to be pickup by commercial haulers, but they will charge <br /> their regular rate. A report will be forthcoming. <br /> 17. Personnel Policy Discussion - ~ersonne1 Director repeated proposed vacation policy and <br /> that allowed under present policy. <br />I Patrick Flynn said the Fire Department has always received a third week vacation after <br /> the 10th year. Under the new proposal the City would apparently allow the third week <br /> to be earned in the 11th year. Mr. Flynn explained the reasoning of the Fire Depart- <br /> ment in their request. <br /> The Personnel Director explained that vacation time starts accruing the day work begins, <br /> ,and that the three weeks should start accruing after ten years of employment. Dr. <br /> Purdy felt the employe should get three weeks after completion of the tenth year. <br />. Dr. Purdy moved seconded by Mrs. Hayward that an employe would be eligible for three <br /> weeks vacation in the 11th year, and in the 21st year would be eligible for four weeks. <br /> Mr. Teague wondered if the Council should not hold off on a decision until they studied <br /> the entire package. Personnel Director said he would appreciate Council action to ge.t <br /> the general feeling of the Council. <br /> Mr. Doug Post reiterated employe' group request for three weeks at completion of 7 years <br /> and four weeks at completion of 15 years. Council said it had read this. <br /> Vote taken on motion. Motion carried. <br /> Dr. Purdy asked to devote an evening meeting to resolve Personnel Policies. Mayor said <br /> if it could not be resolved in a Committee me~ting, an evening meeting could be arranged. <br />I Mr. Flynn asked for Council discussion on administrative decisions. No action taken. <br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 16 and 17 of the Committee <br /> repor t.
