Sub-Committee, Employe Fact Finding Committee - Mr. McDonald reported that the Council, <br />Sub-committee, appointed last week, has met, and expects to have a report from the original <br />Fact Finding Committee within the next few weeks. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to place Items 1, 2, and 3 on file. Motion carried. <br /> <br />4. Court Action Against City - In answer to Councilman Mohr's request for a report about <br />a suit filed against the City in regard to a hair cutting incident at City Jail, Assist- <br />ant City Attorney said an answer will be filed, after.a study of the matter. <br /> <br />Mrs. Haywa~d moved seconded by Mr. McDonald to receive and file Items 1, 2, and 3 of the Committee <br />report. I <br /> <br />~ Councilman Mohr said prior to actually taking action, he felt the Counci1shou1d consider whether <br />,., to continue or drop this action. Manager said staff has checked into the incident, and adminis- <br />tration feels the City's position should be one of resisting this law suit. The matter has been <br />referred to the insurance company for investigation. The staff believes the City is in no position to <br />drop the case. Mr. Mohr felt this involved a matter of City policy, ,and the Council should participate <br />to some degree. Councilman Purdy said this was an administrative matter, and the Council should ~. <br />examine the matter of policy later. <br /> <br />I There was further Council discussion of this matter and the policy involved. Policy discussion will <br />be scheduled for a later meeting. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />5. Emerald Baseball Park - Councilwoman Hayward reminded the Council that the matter of <br />billboards at Civic Stadium was .tab1ed, and she thought the Council should take some <br />action. ~r. Ray said a meeting has been scheduled with interested persons to talk <br />over all neighborhood problems regarding operation of the baseball park. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 5 of the Committee report. Motion <br />carried. <br /> <br />Mr. Ray said School Board representatives and representatives of Emerald Baseball and residents <br />of the neighborhood will be meeting Wednesday, October 27 at 4:00 in the Manager's .Conference Room. <br /> <br />6. Treatment of Jail Prisoners - Councilwoman Hayward said she had received a staff report <br />regarding a recent complaint of inhumane treatment of a prisoner at city jail. She <br />suggested the Council explore the procedures used in ,the City..County Jail, and asked <br />for a staff report. Manager said he would provide Council members with copies of rules <br />and regulations for operation of the:jail, which might .provide an insight into i.ts <br />operation. In answer to Mr. Mohr, Manager said the County also operates under these rules. <br />r: <br />I Mrs. Hayward moved seconded by Mr. McDonald to receive and ~i1e Item ,6 of the Committee report. New City Automobiles, Anti-pollution - Councilman Wingard suggested that the City consider ~~ <br />including anti-pollution devices on bids for new City vehicles. <br /> <br />Mrs. Hayward moved seconde~ by Mr. McDonald to receive and file Item 7 of'the Committee report. <br /> <br />I <br />In answer to Councilman Wingard, Manager said Purchasing Agent has been.instructed to investigate the <br />4It most efficient anti-pollution devices on the m,arke~, and report their cost. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />8. Walk for Development - Mary Beth Hinds reported tnat last wintets' "Walk for Development" in <br />Eugene resulted in a $22,000 scholarship fund for local Aid to Dependent Children mothers <br />to attend Lane Community College. Mr. Leonard Wolf said:Mayor Anderson was the only Mayor <br />in the country to endorse such a walk before it occurred, and had probably inspired many <br />such walks across the country. Mayor Anderson thanked the participants and 'offered his <br />resources for any further effort. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 8 of the Committee report. Motion <br />carried. ~ <br /> <br />9. League Convention, Labor Council Objection - A letter was read from Lane County Labor Council <br />I requesting that the Convention be moved.to a union hotel, and if this was not 'possible, <br />to refrain from attending'. Manager explained. that these' conventions are set up a year <br />or two in advance, arid it isdmpossib1e to.anticipate:all problems. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to receive and file Item 9 of the Committee repo~t. <br /> <br />Manager explained a communication sent by the League of Oregon Cities was from the attorney for the <br />Hilton Hotel, and that the dispute was apparently between employes of the Hotel arid the union, because <br />employes voted not be be represented by the union. Manager contacted National Labor Relations <br />a Board representative who handled the matter, and he reported when election held; employes voted not <br />.. to be represented by the union, and that unfair labor practice charges. filed against the hotel were <br />I unfounded, 'except one, which was corr:ected..
