Report, Solid Waste Pick Up - A letter was read from Wallace A. Swanson, President of <br /> Eugene:Garbage Board, requesting that the Council give publicity to the fact that the ban <br /> on open burning will not be lifted, and that tne City is not going to provide free' <br /> pick-up. Garbage haulers have offered to help with the problem by picking up such <br /> refuse if it is containerized and placed in a designated location. <br /> Councilman Mohr agreed with Mr. Swanson, but said the Council has not resolved 'on whether <br /> the City will or will not pay for this pick-up. The Council gave no warning that this <br /> ban would be imposed, and may have placed a substantial burden on residents. <br /> In answer to Mrs. Hayward's question, Mr. Swanson said the least expensive way to handle <br /> pickup would be to containerize leaves and branches and place where garbage hauler des- e <br /> ignated. Charges on additional pickups will be minimum. <br /> Mrs. Beal expressed doubts of ability of some residents to pay for such garbage service. <br /> Some on social security have no garbage pickup at all. Mr. Swanson said some garbage <br /> haulers do not charge those on social security for pickup. <br /> In answer to a question from Mrs. Wilmot, the Manager said when a great accumulation of I <br /> leaves and weeds occurs on a residents property, and a complaint is received, the rodent <br /> control officer contacts the property owner and makes arrangements for him to take care <br /> of the problem. <br /> II. Teleprompter Rate Increase - Dr. Purdy has called a meeting November 3 at 7:30 p.m. in <br /> the Council Chamber to allow the committee to consider information regarding ~ proposed rate <br /> increase for teleprompter. This is a public hearing, which will be conducted by a three- <br /> man Council committee. <br /> Mrs. Hayward moved seconded by Mr. McDonald to receive and file Items 10 and 11 of the Committee <br /> report. Motion carried. <br /> Dr. Purdytreported that the committee had met with service repairment and would meet at noon, <br /> October 30 at the Eugene Hotel with the Cable Company and their attorney to go over franchises and <br /> hear their comments. On Saturday morning the committee, representatives of the Cable Company and <br /> service representatives will tour facilities with a TV set to check reception. Condenmation, Storm Sewer Easement, P~erce-Dart - This is a request for the City to proceed <br /> with a condemnation action for right of way for a storm drainage channel along the Belt <br /> I Line Road. Present plans call for open construction of a ditch approximately 55 ~eet <br /> wide and 12 feet deep. Property owners request installation of ..tile, ~ather th8:n an <br /> I open ditch. This is part of an SCS project, and city would bear an estimated cost of <br /> II $45,000 for tiling this portion. <br /> Public Works Director showed map illustrating present and proposed project, and explained <br /> i' present plans. <br /> Mr. Paul Lansdowne requested a clear plan, and that tiling be done, at least adjacent to <br /> his house. He wanted assurance that agreement to this portion of the project would not <br /> jeopardize his claim for damages and right of way costs in the future. <br /> ~ . - -. . - . - ,. ... - ..... ~ <br /> Mrs. Hayward moved seconded by_Mr. Gtibskov that the City administration be, authorized to I <br /> file a condemnation procedure on Pierce-Dart for right of way required to the Lansdowne <br /> property for that portion needed to take the ditch to the existing north-south drainage, <br /> and that the Lansdowne condemnation not be filed in the event the City can work out a <br /> mutually agreeable contractual agreement to get entry to that point, prior to having to <br /> get on the land. <br /> Motion carried. <br /> Mrs. Hayward moved seconded by Mr. McDonald that the citYredministration be authorized to file e <br /> condemnation procedure on Pierce-Dart for right of way required to the Lansdowne property for the <br /> portion needed to take the ditch to the north south drainage,.
