I <br /> Mrs. Hayward was concerned that the diverter should be approved before allowing a <br /> I zone change. Planning Director explained the.Council action required. Approve the <br /> diverter, which was needed even without a zone change; classify area between Cascade <br /> Manor and 30th RG under Planned Unit Development; rezone applicants requested area <br /> on the east side of Portland Street. <br /> Mrs. Hayward moved seconded by Mr. McDonald that the City proceed with the public hearing <br /> to vacate necessary portions of Portland Street and accept necessary dedications for <br /> a cuI de sac. Motion carried. - <br /> Mrs. Hayward felt the other actions should be held over to permit ~ore study at a <br /> committee meeting. Councilman Wingard said the applicants had been put off several <br /> months, and the Council should proceed to act on the request for rezoning. <br /> Mr. Douglas Melevin explained that rezoning had been applied for several months ago, e <br /> and any more delay will make construction difficult. He realized there was a traffic <br /> problem, but felt the zoning request was reasonable. <br /> Mrs. Hayward still favored holding action on the rezoning until a public hearing was <br /> held on the matter of a traffic diverter. Mayor Anderson recommended that a tour of <br /> the area be scheduled. <br /> No action was taken. These items will be scheduled for Committee meeting of November 12. I <br /> - . - . <br /> b. McKay Investment Company - RA to RP-PD on Tax Lots 2004, 2005 and 2006 and from R-l to <br /> R-2 PD on Tax Lots 2007, 2000, 5800, and 5900~ Planning Commission denied requested <br /> C-2 zoning, but recommended RP-PD to allow garden center under conditional use permit. <br /> Hold final reading until final PD approval given. Located east sideof.City- View <br /> Street between West 11th and West 13th. <br /> Planning Commission recommended RP-PD rezoning of area north of Amazon Parkway and R-2 <br /> for that portion south of Amazon Parkway. <br /> I Mrs; HaYward moved' seconded by Mr. McDonald to approve the recommendation of the Planning <br /> >,c Commiss10n to rezone McKay property RP-PD to allow a garden center facility under a <br /> Conditional Use Permit, and R-2 on the remainder. <br /> Mr. Douglas McKay said they would go along with the R-2 zoning south of the Amazon,. <br /> but they had appli~d for C-2 north of the Amazon. They agreed to the lesserRP <br /> classification, but did not believe that the PD suffix wa~ necessary in this case. <br /> He felt the Planning Commission lacked confidence in their own ordinance. <br /> Planning Director said they hoped to maintain good appearance along the parkway, <br /> and because of the critical traffic situation, PD controls were necessary.3 <br /> Vote taken on motion as stated. Motion carried. <br /> 3. Rezoning of Newly Annexed Areas - (heard also at meeting of October 13, 1969) - located <br /> north of Beltline Road between Willamette River on west and Delta Highway on east. <br /> Planning Commission recommended rezoning to AG for Hewitt and James properties. (Tax <br /> I Lots 200 and 201) and Tax Lot 1000 owned by Lane County. <br /> , <br /> At meeting of October 13 Planning Commission rezoned to RA the property lying .east of ,. <br /> Delta Highway an~ to AG the portion lying west of Delta Highway. ?--. <br /> '" I <br /> Planning Commission recommended Tax Lots 200, 1700, 1701 and 1000 and portions of Tax Lot '. <br /> 201 be zoned AG and that the"portion lying west of Delta Highway be zoned Ag. Rezone <br /> to RA that property lying east of the Delta Highway. <br /> Mr. McDonald moved seconded by Dr. Purdy to uphold the Fecommendation of the Planning <br /> Commissmon to rezone this property as outlined above. 'Motion carried. <br /> Bid opening, Parks Department - Curb, sidewalk and mowing strip, Celeste Campbell Senior <br /> Center. Bids were received from R. C. Parsons & Son, $3,943.50; Fred Stubbert, $3,622.35; e <br /> Office estimate $4,151.18.
