<br /> Committee meeting held November 5, 1969:
<br /> "Present: Mayor Anderson; Councilmen Hayward, McDonald, Purdy, Wingard, Te~gue, Beal,
<br /> Gribskov and Mohr; City Manager and staff; and others.

<br /> 1. Resolution,_Government Defense Expenditures - Ma'yor Anderson read a letter froni Wendy
<br /> Ray suggesting that the Council forward a resolution outlining the Council position
<br /> questioning government defense expenditures, especially related to supersonic transport
<br /> aircraft, and indicating the higher priority to solve urban problems.
<br /> I Mrs. Hayward moved seconded by Mrs. Beal that the Council forward a resolution to the
<br /> President of the United States outlining the Council position questioning. government
<br /> I defense expenditures, especially relating to supersonic transport aircraft, and
<br /> indicating the higher priority to solve urban problems.

<br /> Dr. Purdy felt it would be well to forward a general resolution reaffirming the Council
<br /> position regarding defense expenditures, but he did not feel it wise to enumerate
<br /> particular expenditures.
<br /> Mrs. Hayward said if the Council had strong feelings about a particular appropriation,
<br /> they were obligated to express these views and pass a specific resolution.
<br /> I Mayor Anderson suggested a preamble in the resolution, citing previous Councit position.
<br /> Vote taken on motion. Motion carried with Dr. Purdy voting 1).0.
<br /> Mr. McDonald moved seconded by Dr. Purdy to approve Item l,of the Committee report.
<br /> Mr. Ray read the resolution. Dr. Purdy reaffirmed his previous stand, saying he did not feel
<br /> the Council should specify a particular project and amount, because he did not feel they were expert
<br /> on the subject.
<br /> Mr. Williams made two points - one, that the initial part of the resolution dealing with defense
<br /> expenditures did not relate to the SST, and that over $600,000.00 has already been invested in the
<br /> SST, and over 300 aircraft will be sold for use over the ocean. Mr. Williams felt this investment
<br /> should not be thrown away, and that sale of the aircraft would insure "re covery of, funds.
<br /> Mr. Mohr explained that this res?lution dealt with emphasis on establishing national priorities.
<br /> The intent of the Council was to reemphasize political and social values as preminent in its

<br /> There was further discussion regarding .economic aspects of the resolution. Vote was taken on motion.
<br /> Mohr, Teague, Beal and Hayward voted in favor; Williams, McDonald, Gribskov and Purdy voted no.
<br /> President Hayward declared a tie vote.

<br /> 2. Employe, Fact Finding Committee - Mr. McDonald 'announced that Mr.. ,Fraser 'and. his fact

<br /> 3. Environmental Commission Meeting, Film - Mrs. Hayward commented that a film made especially
<br /> for the Environmental Quality meeting by Mr. McHarg, would be shown at 4:00 p.m. that
<br /> - day on the University campus. Mrs. Beal said she had planned to make a report on the
<br /> Environmeqtal Quality meeting, but due to press of other Council business, she would

<br /> 4. Legal Council for Indigent Defendants - Mr. Mohr requested a report from the staff on
<br /> implementation by the City of the recent Supreme Court aecision regarding assistance
<br /> for indigent defendants; Manager has:met with Municipal Judge Bocci,and,the City will
<br /> provide such assistance. Manager authorized the Municipal Judge to attempt to establish
<br /> eligibility for this assistance. Councilman Mohr felt this was an excellent attitude.

<br /> 1 5. Committee on Aged - Councilman Teague reported that this committee had met recently and
<br /> I have suggested representation on the Social Goals Committee to eliminate possible dup-
<br /> lication of efforts. , ' ,
<br /> 6. Teleprompter Rate Increase - Dr. Purdy reported that his committee will submit a report
<br /> and recommendation at the ,meeting of November 19. " ,
<br /> I I 7. School District Property, Parkway - Dr. Purdy was concerned that the warehouse property ,
<br /> I
<br /> owned by the School District was being improved, and that the City might wish to purchase
<br /> this .property for, inprovement of Amazon 'Parkway. The Manager explained that all
<br /> property needed has been acquired, and that this property will form an island between
<br /> lanes. There will be access provided.
<br /> 8. Contractor's Negligence Hauling Dirt - Dr. Purdy wondered if, through permit, there could
<br /> I
<br /> I be some control to eliminate dir,t 'st>i,11age by building contractors; It was his understand-
<br /> e ing the City cleaned streets in these cases.
