<br /> 9. Resignation, Tax Allocation Committee - Mayor Anderson announced the resignation of Mrs.
<br /> Allie Jacobson, who served as chairman-'of the :Rpom Tax Allocation Commi.tte.e.. Mrs.
<br /> Jacog;son, as chairman of this Committee, was most helpful in getting it organized.
<br /> Mr. McDonald moved seconded by Dr. Purdy to receive and file Item 9 of the Committee report and
<br /> I accept Mrs. Jacobson's resignation. Motion carried.
<br /> II 10. College Crest Annexation - Oregon State Board of Health found College Crest area to be
<br /> I: a health hazard, and that this condition could be corrected through annexation to the
<br /> !I cllity of Eugene. The finding.was appealed, and the Board of Health affirmed-its previous
<br /> action, and certified its decision October 8, 1969. The city is concerned with the e
<br /> II problem because the area drains into the City. Resistance centers around hope of a
<br /> Ii metropolitan sewer district, which could provide the needed system. In view of the san-
<br /> i itary situation, and speculative nature of a metropolitan system, it seems prudent to
<br /> I proceed with annexation and sewer construction.
<br /> Manager said it is his understanding the goup opposing annexation will not appeal Board
<br /> decision to court, but will request a Council delay, hoping county service can be pro- I
<br /> vided. Physical problems of metropolitan sewer service structur~ are being studied by
<br /> Central Lane Planning Council, but it is estimated such a aystem could not be implemented
<br /> I' for at least two years.
<br /> I Mrs. Hayward moved seconded by Mr: McDonald to direct administration to prepare an
<br /> , ordinance for annexation of this area, to be prepared November 24, 1969.

<br /> II Mr. Charles Endicott, 450 Horizon Road, said residents of College Crest area recognize
<br /> there is a sanitation problem, but feel annexation so close to completion of Gentral
<br /> Lane study is "jumping the gun." They feel a six month delay to enable them to exhaust
<br /> I all possibilities wOuld create ,a better feeling toward annexation.
<br /> In answer to Councilwoman Hayward's question, Mr. Endicott said a recommendation made
<br /> II
<br /> II about a year ago by a committee appointed by the County to study the problems;"in the area
<br /> made clear that Lane County will never be in the sewer business. This attitude appears
<br /> to have relaxed recently.
<br /> Dr. Purdy asked what solution the residents could have, if given a six month extension.
<br /> Mr. Endicott said a logical solution would be to tie into city lines through contract
<br /> or some similar arrangement.

<br /> Assistant Public Works Director explained that the area is broken into three districts
<br /> for sewer construction. Some time will be required to obtain easements, and work I
<br /> I, should be started on this now, to enable start of construction in t~e spring.

<br /> In answer to Mr. Mohr's concern about avenues still'"open to. ;residen):_s.,. Mr. _ D;:lVis of
<br /> County Sanitarian's office explained steps in health hazard annexation, and that the
<br /> thirty day period for court appeal is about to expire.

<br /> I Mrs. Hayward asked the staff to report the implications of a delay until March 1.
<br /> II Mayor Anderson pointed out that studies do not necessarily mean solutions. He could --

<br /> not see what could be accomplished by delay. Mrs. Hayward felttthe delay might actually
<br /> II be harmful.

<br /> Dr. Purdy was concerned about community relations in this type annexation. Mayor
<br /> II Anderson suggested if the Council had reservations, staff might review with 'them
<br /> I the status of sewer planning in this area. Manager suggested it might be feasible
<br /> to inquire into the attitude of the County Commissioners concerning the County getting
<br /> I into the sewer business. He pointed out that the question is how long the city can
<br /> permit residents to suffer from the condition of drainage of material into, the. City.

<br /> I Mr. Endicott could not answer Councilman Teague as to whether he would have anything
<br /> I
<br /> I definite to offer in the next thirty days.

<br /> Planning Direc~or pointed out that .the Planning Commission reviewed this annexation, I
<br /> and felt that fire service, police protection and parks were needed, in addition to
<br /> I sewers, in this area. -

<br /> After further discussion, Mayor Anderson said there will be a public hearing when the
<br /> ordinance is prepared.
