Motion carried. <br /> Mr. McDonald moved seconded by Dr. Purdy to approve Item 11 of the Committee report. Motion carried. <br /> 12. Announcements - Manager announced that State Board of Aeronautics contributed $50,000 <br /> e to Mahlon Sweet Airport Repair,; PUC denied Southern Pacific petition to reduce passenger <br /> train service; HUD recertified City Workable Program for Community Improvement until <br /> I October 1, 1971. <br /> Mr. McDonald moved seconded by Dr. 'Purdy to receive and file Item 12 of the Committee report. <br /> Motion carried. <br /> I Items not Previously Discussed <br /> 1. City acquisition of property - <br /> a. Concord Street Right of Way - This is a small portion of Concord Street which can <br /> be obtained from the Federal government for $100. The property is needed for proposed <br /> ,right of way for future development. Staff recommends approval. <br /> Mr. McDonald moved seconded by Dr. Purdy to approve resolution to authorize City <br /> Manager to represent the City to acquire that portion of Concord Street right of <br /> way from Federal Government for $100. Rollcall vote. All councilmen present voting <br /> aye, motion carried. . <br /> b. Lane County, Lorane Highway and 29th at Washington <br /> c. Lane County, Small Portion Elk Avenue <br /> Lane County will relinquish interest in tax delinquent properties. On Lorane <br /> Highway site the City has a lien for improvements. The other piece is a small <br /> portion of property northeast of Elk Avenue already used for street right of way. <br /> Staff recommends acceptance. <br /> Mr. McDonald moved seconded by Dr. Purdy that the Council accept properties outlined <br /> in items lb and lc above. Motion carried. I <br /> 2. Authorization to apply for Federal Government for TOPICS funds <br /> a. Roosevelt Boulevard at Highway 99 <br /> I b. Prairie Road at Highway 99 <br /> This new federal program (TOPICS) is designed to improve traffic flow and safety <br /> on existing streets. The City and State each pay 20% and the Federal government <br /> pays 60%. <br /> I Traffic Engineer explained that at Roos~velt Bo~levard intersection will be improved. <br /> I This should improve traffic flow at this intersection. Signalization would be added <br /> - at Prairie Road and improved at Roosevelt. <br /> ~' <br /> Mr. McDonald moved seconded by Dr. Purdy to authorize staff to apply for 'federal <br /> TOF.ICS funds. Motion carried. <br /> 3. EWEB Electric Easement - Reiliease of easement for EWEB at 18th and Mohawk in Springfield <br /> because property no longer needs easement for construction.onRecommend authorization to <br /> approve release. <br /> Mr. McDona ld moved seconded by Dr. Purdy to give approval for release of EWEB Electric <br /> easement at 18th and Mohawk. Motion carried. <br /> 4. Personnel Policy, Set Discussion - Personnel Officer has dtstributed copies of memo <br /> outlining final areas of disagreement between city administration and employes association. <br /> Would like date set for discussion, perhaps a special meeting to allow sufficient time. <br /> I Mrs. Beal felt discussion of personnel policies should be deferred until a report had <br /> been received from the Fact Finding Committee. Manager explained personnel rules <br /> and regulations apply to all employes, whether represented by union or not. Probably <br /> only 1/3 of employes belong to unions at this time, and have not asked for collective <br /> bargaining. Personnel rules and regulations are required in any case. <br /> Mr. McDonald pointed out that the fact finding committee was just what the name implied, <br /> and Council would still have to study findings. <br /> - Dr. Purdy moved seconded by Mr. McDonald to set a special Council meeting Tuesday, I <br /> I 11/10/69 - 4 1\ ~ <br /> , <br /> Ii <br />
