<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His Honor
<br />Lester E. Anderson at 7:30 p.m. on January 12, 1970 in the Council Chamber with .the following

<br />Minutes of meeting held December 22, 1969, as mailed to Council members were approved.
<br />
<br />Mayor's Message - As provided'for in the City Charter, Mayor Anderson presented his annual message
<br />to the City Council. He touched on problems of pollution, housing and government finance, and
<br />urged the formation of a metropolitan government, explaining that proliferation and fragmentation
<br />caused by countless districts and jurisdictions compound the problems. He said development of better
<br />financing methods had highest priority, and that revenue producing s.ystems would have to be revised.

<br />Election of Officers for 1970 - At a 7:00 Executive meeting, the City Council elected Councilman
<br />McDona1d~President for the year, and Councilman Teague Vice President. Mayor Anderson complimented
<br />Councilwoman Hayward for her fine work in the past year.

<br />A public hearing on ~pp1ication for zone change ~as scheduled for the meeting of December
<br />22. Because of an appeal from the Conditional Use Permit granted by the Planning Commission
<br />to permit a mobile home development on the property, Council postponed change of zone hearing
<br />so that it could be heafd in conjunction with the conditional use permit appeal.
<br />
<br />Mr. Ken Gilbert, owner of the property, reaffirmed statements made to the Planning Commission,
<br />explaining that he will develop this property so that it will be of benefit to the
<br />community. He has been working with a design team to insure the best development possible.
<br />
<br />Mr. A. Bennett, a neighboring property owner, said the conditional use permit for this
<br />mobile home had been approved without regard to the' criteria established in the ordinance.
<br />He objected that the preliminary plan would eliminate one street, leaving his property
<br />land-locked. He also objected to the increased traffic and requested a traffic study of
<br />the effect of the development on the neighborhood streets.

<br />There was a discussion of existing and future streets in the area, and the effect increased
<br />density would have. Mr. Bennett was assured that requirements for mobile home approval
<br />state that the street system has to meet Planning Commission approval. It is the respon-
