Mrs. Niven pointed out that the <br />Joint Housing Committee is composed of representatives frmm the Council, Planning Commission, Home <br />Builders and Housing Authority. Dr. Purdy said he would like a Council committee to investigate <br />the conflicting statements and report to the Council. <br /> <br />I <br /> <br />Mr. Mohr asked to divide the motion, whcih was agreed to by Dr. purdy. This would amend the main <br />motion to reduce the number of Turnkey units to 200 and actlvate the 100 unit request on file at <br />Lane County Housing Authority. <br /> <br />Mr. George Keating asked to comment on the unfulfill~d leased housing request. One pur~ose of <br />leased housing was to create scatteration of low income people. This makes leased housing more <br />expensive to build, since it cannot be multiple. Mrs. Niven explained that it was not the intent <br />of the Joint Housing Committee that the entire 300 units of Turnkey be built on one site. The intent <br />would not be mo~e than 24 units on one site. Economically, it could not be held to single-family. <br /> <br />Mayor Anderson commented that the Joint Housing Committee resolution set forth goals, not only more <br />units for more people, but better housing for more people, particularly those on the low end of the' <br />economic scale. The people of Eugene have certain responsibilities to people less fortunate. Mayor <br />Anderson felt the contribution of the private sector had been tremendous, and that Mr. Schmaedick's <br />work in particular had been outstanding. <br /> <br />e <br /> <br />Vote taken on amendment. Mrs. Beal seconded by Dr. Purdy moved to instruct <br />the staff to investigate the possibility of reactivating the application now on file with the <br />Housing Authority. Motion carried. <br /> <br />A short break was taken. <br /> <br />c. Resolution Supporting Governor McCall + In view of the Council's expressed concern <br />with its environment, Mrs. Hayward moved seconded by Mrs. Beal that the Council <br />resolve to support Governor McCall in his efforts to keep nerve gas from coming to <br />the State of Oregon. <br /> <br />Mr. McDonald felt this tied in with Community Goals, and that the Governor should be <br />supported in this effort. Mr. Mohr agreed, and said he felt the federal government <br />had fallen behind the states in setting standards for environmental quality. <br /> <br />Mr. Williams suggested that the resolution be enlarged to express concern by saying <br />the Council opposes society's use of this kind of weapon. <br /> <br />I <br /> <br />Mr. Williams moved seconded by Dr. Purdy ~hat the Council amend the motion to state <br />that the Council feels under any circumstances nerve gas should be destroyed, and <br />that the Council opposes the use, production and storage of this kind of instru- <br />ment of war by this society. <br /> <br />Vote taken on motion as amended. Motion carried. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item lc of the Committee report. Motion carried. <br /> <br />Mayor Anderson read a letter he had addressed December 15 to President Nixon supporting the position <br />taken by Governor McCall regarding use of nerve gas, and storage in the state of Oregon. <br /> <br />d. Notices of Appeal - Councilman Mohr was concerned that citizens were not aware of <br />their right to appeal, and limit of time in which to appeal in matters of zoning, <br />conditional use and planned unit development. <br /> <br />After discussion concerning means of notification, Mr;. Mohr moved seconded by Mrs. <br />Beal that the Council directtthe Planning Commission to make the procedures involving <br />the right of ' appeal and limits of time for appeal a part of its notification. <br /> <br />Dr. Purdy asked that this notification be made a part of posting notices and <br />newspaper advertising. <br /> <br />Councilman Teague entered the meeting. <br /> <br />I <br /> <br />Mr. McDonald moved seconded by Mr. Teague that the Council direct the Planning Commission to make <br />the procedures involving the right of appeal and limits SS time for appeal a part of its <br />notification, and that this notification be made a part of posting notices and newspaper advertis- <br />ing.
