That the City Council revoke Resolution No. 1602 restricting residency requirements <br />of six months within the City for applicants of the Leased Housing Program. This <br />action w?s taken due to a recent Supreme Court decision relating to the unconsti- <br />tutionality ~f residency requirements in federally subsid~zed programs. <br /> <br />2. That the City Council enter into discussion with Lane County Commissioners on the <br />following items: <br /> <br />a. Securing approval to utilize Eugene's Leased Housing Program in <br />unincorporated areas outside the City. <br />b. Suggesting that the Lane County Commissioners consider the establishment <br />of a Leased housing Program within the County. <br />c. Request financial support to the office of the Housillgg Expediter. <br />d. Discuss the role of the Lane County Housing Authority, as it is understood <br />by the Lane County Commissioners. <br /> <br />,Mrs. Betty Niven, chairman of the Committee, discussed the recommendations and cmarified <br />several points. She explained that the Housing Assistance Administration will not fund <br />additional federal programs unless the residency requirement is abolished. The committee <br />suggested that the Council ask Lane County to consider establishment of a Lane County <br />leasing program. <br /> <br />Mrs. Niven explained that the Housing Authority has the impression that Lane County Comm- <br />issioners have directed them to concentrate their efforts on housing for the elderly. <br />The Committee has requested that they consider data collection and other kinds of develop- <br />ment. <br /> <br />Mrs. Niven further explained that; when the positi9n of housing expediter was created it was <br />hoped a master list of people receiving shelter aid could be prepared. This will require <br />the cooperation of the Housing Authortty, Welfare Department, Assessor's office and <br />others involved in housing. She asked Council approval of a letter to be sent to all <br />processors of housing aids, requesting assistance in preparing such a list. <br /> <br />Mayor Anderson indicated that. Eugene had gone ahead with a leased housing program, but <br />now finds itself in a position of trying to get help from other areas, and seeking better <br />coordination with other jurisdictions. <br /> <br />After further discussion, Mr. McDonald moved seconded by Mr. Teague to adopt the recom-. <br />mendation of the Joint Housing Committee as outlined above, and authorize Mrs. Niven to <br />proceed with her program of requesting information from the various agencies charged <br />with providing shelter aids to low income families. Motion carried. <br /> <br />short break was taken. <br /> <br />2. Firefighters Request - The firefighters have requested a charter amendment requiring <br />collective bargaining between the City and those groups who wish to set up collective <br />bargaining and have requested the City Council to place this amendment on the ballot at <br />an election. If the Council does not grant this request, firefighters propose to have <br />petitions signed and submit an in~tiative.' <br />cgSl <br />Mr. Pat Flynn, Business Agent, Eugene Firefighters Local -~4A, asked the. Council to <br />refer a proposed charter amendment on the 1970 primary ballot without prejudice. He <br />explained firefighters re~sons for this request, and said that if the Council refuses <br />they will circulate petitions. He said they have only 14 days, but are cOnfident <br />they can obtain the necessary signatures. <br /> <br />Mayor Anderson commented he hoped the Council would not follow the recommendation of the <br />firefighters in this case. He felt this would be premature, since a special ad hoc <br />committee appointed by the Council has been meeting regularly, and will present a <br />report within the next month. <br /> <br />Mrs. Beal felt the Council would be doing the committee a great discourtesy if it <br />did not wait for its recommendation. <br /> <br />Mr. Flynn said they had applauded appointment of this committee, but felt it was moving <br />too slowly and/that it would be 1971 before any action could be taken. <br /> <br />After further discussion, Mr. McDonald moved seconded by Dr. Purdy that the Council <br />table the request of the firefigheers. Motion carried with all voting in favor but <br />Mr. Mohr. <br /> <br />Mr. Jackson asked the Cit~ Attorney for a ruling on when a petition would have to be in. <br />City Attorney said an initiative measure would have to be s bmitted to the Council 90 / <br />days before an election.
