Sidewalk Installation - Staff has recommended installation of sidewalks in .the area bounded <br />by Willamette Street, 29th Avenue and Washington Street and 24th Avenue. This IDS <br />Frances Willard School Area. Council toured the area prior to the meeting. <br /> <br />I <br /> <br />Mr'. "McDonald moved seconded by Mr. Teague to approve Item If of'the Committee report. Motion carried. <br /> <br />There was discussion about a public hearing and notification of property owners. <br />Public Works Director explained rthat, if bids are not rrwarded immediately, property owners <br />have an opportunity to save money oy installing sidewalks themselves. Mrs. Beal was <br />concerned some low income'persons might be included in the area and would be financially <br />unable to install sidewalks. <br /> <br />Mr. Gribskov moved seconded by Mrs. Hayward to initiate action on sidewalk installation <br />in the area bounded by Williamette Street,_29th Amenue. W~~ington Street an1=24th <br />Avenue,>an.d'.'Carl'>a public h~aring. u ._ <br /> <br />Public Works Director commented that the improvement ordinance could be scheduled at <br />a public hearing in the future. <br /> <br />It <br /> <br />Vote taken on motion. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 2 of the Committee report. <br /> <br />~ <br /> <br />Mayor Anderson suggested the Council delay discussion of the merits of this installation until a <br />public hearing is held. City Manager said an initiating ordinance will be prepared to be considered <br />at the night of the hearing, rather than wait for bid opening to hold a hearing. <br /> <br />I <br /> <br />Vote taken on motion. Motion carried. <br /> <br />3. Street Improvement - ~C~eshi~e/from High Street west to existing improved area. Public hearing wIll be called at time of bid opening, at_ which <br />time property owners may be heard. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to initiate street improvements for Cheshire Street from <br />High Street west to existing improved area. Hill Road, Elmira .Road <br />from Maple to Bertelsen and Goodpasture Island Road, Norkeznie to West City Limits. <br />It is the staff feeling in thes~ instances that the speed should be incre~sed to <br />40, rather than 45. <br /> <br />" <br /> <br />- <br />.'!/ <br /> <br />The traffic engineer outlined the manner in which speed records are made, and that <br />the State has jurisdiction over speeds set in all Cities and Counties, as well as <br />the State. Dr. Purdy and Mr. Gribskov felt speeds should not be higher than now <br />posted in areas.around schools or school bus loading areas. The Traffic Engineer <br />explained that speeds are set to conform to speed cars are driving. Posting does <br />not change the speed of drivers, but proper posting keeps them within the law. <br /> <br />After further discussion of speeds and accident rates, it was decided this matter <br />should be considered at the regular meeting. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve the staff recommendations regarding posted: <br />speeds, as listed above.
