Lane County Housing Authority Board Meeting - City Manager announced Lane County Housing <br />Authority Board is meeting February 17, at 6:30 p.m. and has invited members of <br />the Joint Housing Committee and Council to attend. Mr. Williams and Mr. Gribskov <br />will represent the Council at this meeting. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item II of the Committee report. Motion <br />carried. <br />j. Alton Baker Park Committee - City Manager and Parks Director attended a meeting to <br />discuss overall development of Albton Baker Park. County Commissioners have <br />proposed proceeding with initial phase for development as soon as possible. Man~ger <br />outlined plans and said the proposed budget of $300,000 is for the 20 acres <br />first phase development. Council should meet with Lane County Commissioners to <br />align responsibilities so that both govermimgtbodies have an idea of the extent <br />of participation by agencies they represent. Since it is believed that denser .residential zoning is app- <br />ropriate for the area west of Willamette Street, and since previous zoning decisions <br />by the City have caused some of the existing problem, the staff recommends that the City <br />construct the cuI de sac and charge property owners in the area their proportionate <br />share of costs at the time they obtain rezoning. City would be the interim financier <br />of the cuI de sac. Staff recommends this policy be followed. <br /> <br />In answer to Councilman Purdy, <br />rezoning lies with the Council <br />wanted to assume the liability <br />assessment. <br /> <br />Manager said the question of whether or not to grant <br />and the poeple would have a choice of whether they <br />when they requested rezoning. This would be a deferred <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to approve the policy suggested by staff. <br />carried. <br /> <br />Motion <br /> <br />The City Attorney has indicated some court cases show the City could not close this street without <br />consent of property owners using the street. Zoning decisions must be based upon proper land use, <br />and cannot be contingent upon paying of costs. Assessment procedure would have to be through <br />regular assessment district, with city making, assessments to cover cost, and asking City Council <br />to defer benefits until such time benefit accrued to the property. Annexation, west of Norkenzie between Larkspur and Jeppesen Avenue - 5.9 acres (Huston) <br />This area is almost surrounded by City property. Staff recommends proceed with <br />annexation and refer to Boundary Board. <br /> <br />Dr. Purdy moved seconded by Mr. Williams to refer annexation of property located west <br />of Norkenzie between Larkspur and Jeppesen Avenues to the Boundary Commission for <br />action. Motion ,carried. <br /> <br />b. <br /> <br />Change - Confusion has <br />Lane. Staff recommends <br />by Planning Commission; <br /> <br />been caused by the extension of Brewer Avenue <br />change of Brewer Lane to Brewer AVenue, as <br /> <br />Street Name <br />into Brewer <br />recommended <br /> <br />Dr. ,Purdy moved seconded by Mr. Gribskov to change the name of Brewer Lane to <br />Brewer Avenue., Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Items 3a and 3b of the Committee report. <br />carried. <br /> <br />Motion <br /> <br />4. <br /> <br />Foreclosed assessment redemption policy - Foreclosure sale for property located at 843 <br />Snell Avenue was held January 8, 1970. The owner now ' wishes to regain title. Manager <br />recommended the City make every effort to help property owners retain their property, <br />provided they comply with the statute requiring a 10% penalty plus 10% per annum, and <br />that complete redemption be made within one year after the deed has been issued to the <br />City. Since the deed is issued from 12 to 14 months after date of sale, property <br />owner has between 24 and 30 months to make redemption. In <br />Manager explained that during the second year, the City <br />title, so the title will be, clear at the end of that time. <br /> <br />Vote taken on motion as stated,.
