<br />"... <br /> <br />51 <br /> <br />2/23/70 <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 4 of the Committee report. <br /> <br />Dr. Purdy questioned the length of time allowed property owners to redeem property, and the Manager <br />explained that after the deed is issued, property owners still have the right to redeem their <br />property with payment of certain penalties. At the end of the second year the city would start <br />quiet ti~le proceedings. <br /> <br />Vote taken on motion as stated. Motion carried. <br /> <br />5. Gas Company Franchise _~h~.rate of payment was subject to reppening on July 1, 1969. <br />Northwest Natural Gas Company has agreed to increase the percentage rate of compen- <br />sation from 2% to 3%. This would be retroactive to July 1, 1969, and would continue <br />through the ~O year remainder of the franchise term. <br /> <br />In answer to Councilman Williams, the City Manager saidt,cthe 3% franchise is in addition <br />to property taxes. He said he would attempt to determine what tax the gas company pays, <br />in addition to the 3% franchise. He explained that the franchise percentage is considered <br />by the Public Utilities Commission ~s one of the costs of doing business when the rates <br />are set; <br /> <br />Dr. Purdy moved seconded by Mr. Gribskov to approve an increase in percentage rate to <br />3% and authorize the Manager to sign the contract. Motion carried. <br /> <br />6. ~mprovement Petition - Petition to pave an alley between 14th Avenue and 15th Avenue from <br />Pearl Street east 1/2 block was signed by owners of 50% of the property to be assessed. <br />One letter of protest has been received from the property owner on the north side. Staff <br />recommends approval, since this is approved by 50% of the front footage, and is in a <br />commercial district. <br /> <br />Mr. Gribskov moved seconded by Mr. Teague to proceed with consideration of improvement <br />of alley between 14th and 15th from Pearl Street east 1/2 block. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 6 of the Committee report. Motion carried. <br /> <br />7. Segregation of Assessment - Mr. Ray C. Borger, 2740 Homestead Place, has requested segre- <br />gation, since a portion of a lot is being sold. $70.06 will be segregated, leaving a bal- <br />ance of $1,566.70. Staff recommends approval. <br /> <br />Mr. Gribskov moved seconded by Mrs. Hayward to approve segregation of assessment, as <br />recommended by staff. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve segregation of assessment on property located <br />at 2740 Homestead Place. Rollcall vote: All councilmen present voting aye, the motion carried. <br />\ <br /> <br />8. National League of Cities Conference - The Manager explained that the Mayor will be <br />attending this conference at the expense of the League of Oregon Cities; since he is <br />President. Council may authorize attendance of Council members. After a poll of <br />Councilmen present, Mr. Teague moved second~d by Mrs. Hayward to authorize Mrs. Beal <br />and Dr. Purdy to attend the Congressional-City Conference in Washington, D. C. March <br />8-10, 1970. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 8 of the Committee report. Motion carried. <br /> <br />9. Correspondence - The City Manager read the Mayor's reply to an answer received to his letter <br />of December 15 to President Nixon, and accompanying fact sheet. No reply has yet been <br />received to the Council Resolution mailed to the President and Oregon representatives. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive ,and place on file Item 9 of the Committee <br />report.
