<br />~ <br /> <br />e <br /> <br />88 <br /> <br />3/23/70 <br /> <br />1 <br /> <br />I <br /> <br />Mayor Anderson s.aid that the' Joint Housing Committee has come to realize the <br />private sector is taking a much different position than it used to. It becomes <br />incumbent on government to extend the hand of fellowship to business and to seek <br />participation. <br /> <br />Commissioner Omlid said that there has been a change in times, housing needs, and <br />recentily, a tight money situation, and that he is sure the Housing Authority is <br />cognizant of the tremendous change, and will cooperate in getting something <br />started, as far as county needs are concerned. <br /> <br />Councilman Williams suggested that a commitee be established representing the <br />Housing Authority, Joint Housing Committee, Council and Commissioners to review <br />the policy under which they are operating within Lane County, and draft proposed <br />policy representing consensus of the various units on the possibility of changes <br />and revisions in existing institutions in years to come. <br /> <br />e <br /> <br />Commissioner Hill agreed that this was a good suggestion and that the Houisng <br />Authority and Commissioners would be glad to coopeate. <br /> <br />I <br /> <br />d. Alton Baker Park - City Manager explained a meeting with Maurie Jacobs Committee <br />which proposes to start development of a "Showcase Section" in Alton maker Park. <br />He felt a decision should be made on areas of responsiblity of governmental <br />agencies having property there. It will be necessary for a body to be formed <br />with responsiblilty for decisions and maintenance. <br /> <br />Commissioner Elliott agreed an agency should be established to develop, operate <br />and maintain the park. Commissioner Omlid pointed out the metropolitan study <br />commission may come up with recommendations, and he felt the results of this <br />study might influence any decisions concerning such an agency. He was concerned <br />that there should be a total planning study made, including traffic needs. <br /> <br />Commissioner Hill suggested that the City and County get a group together above <br />staff level and form policy statements. <br /> <br />Commissioner Omlid suggested such a group should include both City and County <br />Park Directors <br /> <br />In answer to Mayor Anderson, Commissmoner Hill said they would be glad to meet <br />with Councilmen in arcommittee to formulate policy on Alton Baker Park. <br /> <br />e. <br /> <br />Airport - Progress has been made on planning for transfer of the airport from <br />the City to the County. Mr. Elfers said administration had met with personnel <br />at the airport and discussed personnel programs 'and benefits. Airport Manager <br />has prepared a budget for the County and one for the City. Legal steps cannot <br />be taken until voter approval is given.' <br /> <br />I <br /> <br />Commissioner Omlid said the County envisions no difficulty with the transfer, <br />and requested Council members to advertise the program. <br /> <br />Mayor Anderson eommented on City-County relationship, and thanked the Commissioners <br />for meeting with the Council. Commissioner Hill agreed that the meeting had <br />been fruitful, and suggested that they meet again soon. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to receive and place on file Item 2 of the Committee report. <br /> <br />e <br /> <br />After discussion about procedure, Dr. Purdy moved seconded by Mrs. Hayward that the City forward <br />a request to County Commissioners to ",budget an item to share in the cost of the City Housing <br />Expediter office. <br /> <br />The City Manager said wages for this position would amount to about $5,000, and would be about 1/3 <br />the cost of maintaining the office. <br /> <br />Councilman Williams did not feel the request was excessive, since 50% of the time in the Housing <br />Expediter office is spent on people outside the City. <br /> <br />Since there were two motions on the floor, Councilman Teague, with Dr. Purdys concurrence, withdrew <br />his motion to file. <br /> <br />Mr. McDonald entered the meeting. <br /> <br />I <br /> <br />A vote was taken on the motion to request the County to share in the Housing Expediter expense. <br />Motion carried. <br /> <br />II <br />I' <br />II <br />II <br />,I <br />,I <br />Ii <br />" <br /> <br />Dr. Purdy suggested that the Mayor appoint a member of the Council to serve on a committee composed <br />of representatives of the Housing Authority;,Joint Housing Committee, Council and Commissioners, to <br />review Housing Authority policy and draft proposed policy, representing consensus of various units on <br />possibility of changes and revisions in existing institutions in years to come. <br /> <br />e <br /> <br />City Manager suggested that minutes of this meeting be sent to the Commissioners, with areas under- <br />lined where cooperation is anticipated.
