The Manager said a report will be forthcoming on Mr. Mohr's request regarding citations in lieu of arrest. e City Attorney said his office has prepared a draft of a proposed ordinance on the matter of fair employment labor standards. Motion ACLU Request for Committee to distributed a report prepared the City of Eugene. Study Need for Eugene Police Advisory Board - City Manager by ACLU in support of a proposed Police Advisory Board for Mr. Richard Miller, attorney, said a need was seen for checks and balances, and it was felt this was'an opportunity for further citizen participation. The report has been discussed with ActinggChiefof Police Smith, Human Rights Commission and Lane County Bar Association Committee on Administration of Criminal Justice. Mayor Anderson suggested that the Council study the report and delay action until the regular meeting. Councilman Mohr recommended that a subcommittee be formed to study this issue and report to the Council. The committee could hold hearings and develop discussion prior to the Council taking action. I I I I I I II I ,I II I I I , I Mr. Mohr moved seconded by Mrs. Hayward that a subcommittee be formed to study the question of formation of a police advisory board, and that it ~mclude members of the Human Rights Commission and other citizens. Mr. Teggue suggested the Council read the study the report before taking any action. Mayor Anderson pointed out that the committee would be for the purpose of study and that other proposals could be studied. . Mr. Nohr said he had not read the proposal either, but the Council should establish a subcommittee before taking formal action. Vote taken on motion.
