<br />Regular meeting of the Common Council of the city of Eugene, Oregon was called to order by His Hono
<br />Lester E. Anderson at 7:30p.m. on April 13, 1970, in the Council Chamber, with the following
<br />Councilmen present: Messrs. McDonald and Teague; Mrs. Hayward; Dr. Purdy; Mrs. Beal; Messrs.
<br />Gribskov, Mohr and Williams.

<br />Minutes of the meeting held March 23, 1970, as mailed to Council member's, were approved.

<br />Public Hearing, Danebo Neighborhood Development Program - The Planning Director outlined the history
<br />of this area, and efforts of the citizens to improve sanitary services for the area. He pointed out
<br />basic problems, and attempts made by a citizens committee to find solutions. It was found the
<br />neighborhood met criteria for federal assistance, and' it was recently named for funding in the
<br />neighborhood development program.

<br />Mr. Theron Rust, Eugene Renewal Agency, said they had many meetings with residents, and emphasized
<br />the type of work that could be done under this program. He pointed out that, some outright grants
<br />would be made, and in other cases loans could be provided, with 3% interest. He explained that
<br />storm sewers, street lights, sidewalks and parks' would be provrded under the plan at no expense to
<br />taxpayers. He reviewed the renewal plan, and outlined requirements for bringing dwellings up to
<br />standard.

<br />Mr. David Hunt, Eugene Renewal Agency Director, explained that the neighborhood development program
<br />is entirely different from downtown development, that the grant is for one year, and that applica-
<br />tion must be made each year for additional funds.

<br />Mr. Otto Poticha, architect, said he was speaking neither for nor against the project, but that a
<br />committee of, architects had many questions and concerns about the immediate issue~ .,?nd "the long range

<br />services to 'assist :residents in upgrading property': -'

<br />Mrs. Jacyl Montgomery, 2067 Minnesota, asked why the architects had formed the committee and were
<br />,80 concerned. She explained that people in the area had attended many meetings, and had come to
<br />~the city for help. There were many sanitary problems in the area.

<br />Mr. John West said he had lived in that neighborhood 21 years. He admitted it needed sewers but
<br />objected to improvements to his property, since he could not afford an increase in taxes.

<br />Mrs. Gerald Miller, 2285 Minnesota, presented petitions in favor of improvements, and said there
<br />were approximately 40 signatures.
<br />
<br />Mrs. Betty Niven, Planning Commission member, said questionnaires were circulated in the neighbor-
<br />hood before the Planning Commission recommended going ahead with the project. The Commission was
<br />very pleased at the response. Most of the citizens wanted to improve the area.

<br />Mr. Peter White, student at the University, aaid he had attended a neighborhood meeting and looked
<br />into the project. He was concerned that the elderly in the area would be displaced and would be
<br />unable to find other housing.

<br />Mrs. Justus said her mother lived in the area and she had somewhat the same concerns.
<br />
<br />Mr. Hunt explained that housing would have to be brought up to code, but that everything did not
<br />have to be done in the first year. Grants are available to elderly, and possibly the work could
<br />be done with the $3500Qgrant. The elderly would be eligible for housing assistance.
<br />
<br />In answer to Council concerns, Mr. Rust said there are no plans for rezoning the area. The
<br />suburban character will be maintained.

<br />After further discussion by the Council, Mr. McDonald moved seconded by Mr. Teague to approve the
<br />Danebo Neighborhood Development Program, as proposed by the Eugene Renewal Agency. Motion carried.

<br />a. Reports - Councilman Mohr said a Film Citizens Committee report will be submitted at
<br />the next Council meeting, and a report on the study concerning holiday pay for
<br />firemen will be submitted soon.

<br />b. Serial Levy, Capital Improvements Projects - Mr. Mohr asked if this should be
<br />discussed with the budget commiteee, or put on an agenda for discussion with
<br />Council.
