Motion carried. <br /> <br />c. Equal Opportunity, City Female Employes - Councilwoman Beal moved that the Council <br />request the Human Rights Commission to investigate whether or not the City is abiding <br />by provisions of the Equal Opportunity Ordinance in regard to its employes. Mrs <br />Beal was specifically concerned with discrepancies in the position of police matron <br />and ijailer. <br /> <br />Mr. Williams wondered if the Council should not request a report from the City <br />administration, rather than having another group make a~ investigation. <br /> <br />I <br />II <br />i <br />I <br />I <br />I <br />I <br />,I <br /> <br />'I <br />! <br />01 <br />II <br />II <br />!i <br />II <br />I <br />I <br />,I <br />I <br /> <br />Mrs. Beal said it was difficult for the city administration to make this type <br />investigation, and that those most affecteddwould hesitate to complain to those <br />with whom they are working. <br /> <br />Mrs. Hayward said the scale now in effect was proposed by the administration, and <br />she felt it would be useful to have some one other than administration make sure <br />the city is not violating the ordinance. She felt this was a function of the Human <br />Rights Commission. <br /> <br />Mr. Teague agreed with Mr. Williams, and felt a report should be requested from the <br />administrat~on. He moved seconded by Mr. Williams to amend the motion to request <br />a report from, the administration prior to request,ing an investigation by the Human <br />Rights Commission. <br /> <br />Mr. Gribskov agreed with fuhe motion, saying a report from staff would give the <br />Human Rights Commission something to work on. <br /> <br />Mayor Anderson agreed this proposal would involve two parts - one of fact finding, <br />and the only way to find facts would be to request them from the administration. <br />They should then be turned over to the Human Rights Commission, which is the logical <br />body to assess whether or not the ordinance is being violated. <br /> <br />I <br />I <br />I <br />I <br />~ <br />il <br /> <br />Mrs. Beal said she would accept the amendment to get a report from the administration. <br /> <br />Mr. Teague felt it should be determined if the women were doing the same work as <br />the men. <br /> <br />il <br />I <br />I <br />I <br /> <br />Vote taken on amendment. Motion carried. <br /> <br />Vote taken on main motion. Division called for. Discussion followed whether an <br />investigation should be asked for at this time, or whether the administration report <br />should be examined first. <br /> <br />Vote taken again on main motion, again with a division of votes called for. Mr. <br />Mohr suggested the Council hold over consideration until the administration has the <br />information together. <br /> <br />Dr. Purdy entered the meeting. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item lc of the Committee report. <br /> <br />Mrs. Beal asked when the report would be prepared. Motion carried. <br /> <br />d. Drainage Ditch, 17th and Taylor - Councilman McDonald said he had received a number <br />of complaints from residents of this area concerning odor from a drainage ditch, <br />inquiring if it could be covered. Public Works Director said the City has a <br />contract at the present time, ,and the ditch will be tiled. <br /> <br />Public Works Director asked to correct the minutes, and said this is a drainage ditch running through <br />Westmoreland which is too large to tile. He said this ditch will be cleaned out, and the odor <br />problem should be eliminated. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item Id of the committee report. Motion <br />carried. <br /> <br />e. Appointments - Mayor Anderson, in connection with the meeting with Lane County, has <br />appointed Mr. Gribskov to serve on a committee for housing, and Mr. Mohr on the <br />committee for development plan for Alton Baker Park. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to confirm the appointments made by the Mayor. Motion <br />carried. <br /> <br />f. Federal Appropriations to Law Enforcement Agencies - A letter was received from <br />Congressman Cowger of Kentucky, asking support of his bill to provide direct <br />federal appropriations to local law enforcement agencies to improve effectiveness <br />of police services. Manager asked if Council wished to take a position. <br /> <br />Councilman Mohr asked for copies of the bill before makingcomment. <br /> <br />4/13/70 - 2 <br /> <br />.~ ~ <br />
