<br />Manager agreed that this would eliminate duplicate hearings for the Planning Commission.

<br />II City Manager said he had a recommendation from the Traffic Engineer for temporary closure of 13th
<br />Avenue for two weeks beginning the weekoof May 18th, to provide a means of comparing before and
<br />after, closing. It would also give,the University a clearer idea of servicing problems 'they may
<br />have on the internal campus. The closure was requested in the area from Agate to Kincaid.

<br />Mrs. Beal moved seconded by Mrs. Hayward to au~horize the City Manager to proceed with temporary
<br />street closure as proposed above.
<br />
<br />Dr. Purdy requested that these studies include a period when McArthur Court is in use, so that
<br />traffi~ problems generated by that facility may be studied.
<br />
<br />In answer to Mr. McDonald's question, the City Manager pointed out that the City Council,PPlanning
<br />Commission and University Planning will meet Monday, and perhaps some questions can be resolved
<br />at that meeting.
<br />
<br />Councilman Mohr reminded the City Manager of his request for a statement from the State Board of
<br />Education, a report on the legal aspect of vacation proceedings, and an E-SATS study report.

<br />Field Burning, Legal Action Report - Johnson, Johnson and Harrang, legal firm, was
<br />employed last fall to explore legal alternatives tbetcity might take to control field
<br />burning, which has been so detrimental to the community. Mr. Johnson reviewed his
<br />memorandum and said modifications will be made before the final draft is printed. He
<br />outlined possible action the city might take, and explained problems relating to these
<br />actions. He suggested that the city begin collecting evidence and catalogue it so that
<br />it will be useful as evidence, if it is required in the fu~ure. He suggested that
<br />money be budgeted for this purpose.

<br />In answer to Councilman Mohr, Mr. Johnson said rules now in effect require that burning
<br />permits be in writing, and he felt these should show name of grower, name of person
<br />responsible, and burning location, time and what type crop burned. He suggested that
<br />an individual be charged with recording, as evidence, copies of permits, what fields
<br />were burned, whether rye grass or cereal, and meteorological conditions.

<br />There was discussion about wind direction and its effect on smoke conditions.
<br />
<br />In answer to the Manager's question, Mr. Johnson said he would be happy to outline in
<br />detail kinds of evidence he felt would be relevant and useful. Mr. Teague said he
<br />would report if the regional authority could assist in this collection. He requested
<br />that the Manager write to the Air Pollution Authority in reference to this matter.
