Public Forum - Councilman Mohr reque~ted that the Council discuss establishment <br />of a public forum to create an awareness of the issues of expanded war in Cambodia. <br /> <br />Dr. Norman Pott said there is obviously a high lewel of concern in the community <br />and that he would like to see responsible leadership take the initiative to provide <br />a forum for discussion. Mayor Anderson could issue an invitation to the university <br />to join with the community to mak~ this a campus-community effort. He said he <br />would be willing to work on a committee, and named other persons whom he thought <br />would serve. <br /> <br />te <br /> <br />Dr. Purdy entered the meeting. <br /> <br />I <br /> <br />Mr. Ed Adkins was against this suggestion, and felt nothing at all could be <br />gained by talking. He suggested that Mayor and Council declare their stand on <br />Cambodia. <br /> <br />Mr. Spence Alpert said the Student Senate had voted unanimously to ask the faculty <br />to close classes Thursday and Friday at the University to take time out to discuss <br />the issue, and ways the University and community can be involved together to work <br />to stop the war in Cambodia, and to make sure situations as that at Kent would not <br />occur. He asked that the City Council join with them to call a time out, possibly <br />Friday night or Saturday, where such discussions could take place. <br /> <br />Jim Davis, chairman of Students of State of Oregon, asked the City Council to take <br />part and join with a moderate group of students who are trying to redirect the <br />emphasis. He asked that Friday night be set aside so that students and community <br />leaders could be heard. <br /> <br />Mr. Bob Green, Coordinator of Survival Center on Campus, agreed with what the others <br />had said. <br /> <br />Bill Turner, student, said people were disillusioned with a rally held last night, <br />and that there should be a method or mode of allowing students and community <br />people to express themselves and be heartl. <br /> <br />Mayor Anderson suggested a committee could iron these things out. <br /> <br />1 <br /> <br />Dr. Purdy pointed out that this is Mother's weekend on the campus, and the Mothers <br />should be taken into consideration. <br /> <br />Mayor Anderson said he hoped that anytping that was done would have real thought <br />put into it, and that it have a broad representation of the community. <br /> <br />- <br /> <br />II <br />II <br />11 <br />Ii <br />,I <br />,\ <br />I: <br />II <br />II <br />II <br />11 <br />II <br />I. <br />,! <br />\1 <br />n <br />:i <br />....,1, <br /> <br />Mr. Alpert suggesteg that, if this was too short notice for a committee, the <br />Mayor could declare Saturday as a day for people to take time out to discuss <br />this issue and consider recent events. <br /> <br />Councilwoman Hayward said she appreciated suggestions made, but that she agreed <br />with the Mayor that a committee could coordinate activities and make them mean- <br />ingful. <br /> <br />Mayor Anderson asked that Councilmen interested in serving on the committee <br />remain after the meeting, and asked that Art Johnson and Norman Pott work with <br />the Council. <br /> <br />Mr. Green said he would work with the Council. Mr. Alpert said campus elections <br />were being held, and he was sure the new student body president at the University <br />would help. <br /> <br />The City Manager said the City administration was very appreciative of what appeared <br />to be the surfacing of responsible leadership on the campus, and the assistance <br />this had given in allowing people to express themselves peacefully and keep the <br />temper of the community even. He Itold the students if would be appreciated by the <br />administration if they were informed of plans for the rally. <br /> <br />I <br /> <br />b. Council By-Laws - Councilman Mohr suggested an amendment to Section 4 of the By- <br />laws to specify at meetings where the Mayor is not presiding, in case of tie votes, <br /> <br />that the motion fails.
