State Speed Contrql Board Report: <br />a. Hilyard between Broadway and 14th - 25 mph <br />b. Hilyard between 14th and 39th - 30 mph <br /> <br />As a result of investigation, the State Speed Control. Board has recommended the <br />speeds set forth above for these streets. <br /> <br />I <br /> <br />Councilwoman Hayward was concerned about children walking to school in this area, <br />and asked if there were sidewalks on both sides of the streets. Traffic Engineer <br />said there are some sections without sidewalks. He explained that the Council could <br />request State Speed Control Board to reconsider its recommendation for this street. <br /> <br />I <br />!I <br />'I <br />II <br />II <br />II <br />II <br />II <br />'I <br />II <br />II <br />i <br />I <br />I <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to approve Items 2a and 2b of the State <br />Speed Control Report. Motion carried. <br /> <br />c. Hilyard and 40th between 39th and Willamette - 35 mph <br /> <br />. A petition, signed by approximately 40 people in this area, recommends that the <br />original 25 mph speed limit be reinstated. <br /> <br />e <br /> <br />The Traffic Engineer explained the State Speed Board Study, a nd the city study, <br />and that cars in this area are travelling at an average speed of 40 mph. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to refer back Item c to the State and <br />request restudy. Motion carried. <br /> <br />Councilwoman Hayward requested a report on sidewalks on this street, and whether <br />there was need for any to be installed. <br /> <br />3. Norkenzie Road Right of Way Purchases <br />a. Sisson, 1685 Norkenzie Road $530.00 <br />b. Endicott, 1683 Norkenzie Road $125.00 <br /> <br />City staff recommends acceptance of these purchases. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to give ppproval to purchase of properties at <br />1685 and 1683 NorKenzie Road for the amount stated above. Rollcall vote.. All councilmen <br />present voting aye, the motion carried. <br /> <br />4. Alley Paving Petition, between Jefferson and Madison from Clark. to First and between <br />Clark and First from Madison to Jefferson. 63% <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to give approval for paving of an alley <br />between Jefferson and Madison from Clark to First and between Clark and First from <br />Madison to Jefferson. Motion carried. <br /> <br />I <br /> <br />5. Planning Commission Report <br />a. Mobile Home Park Standards and Procedures - Manager read the proposed amendments <br />to the ordinance and asked the Building Superintendent if this would bring the ordin- <br />ance into compliance with State law. Building Superintendent explained that this <br />was a companion amendment to ones p~rtaining to plumbing, electrical and <br />fire protection, and nationaliliy recognized standards. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to approve the Planning Commission <br />recommendation regarding mobile home standards. Motion carried. <br /> <br />b. Portland Street Cul de Sac - After complete review by the Traffic Engineer of <br />the entire Portland Street area, it was found that a cul de sac would be the <br />best legal solution in this zoning matter. <br /> <br />There was Council discussion about the merits of making this a one-way street. <br />Various reasons were cited why this .would not be the best solution. <br /> <br />Mr. Mcdonald moved seconded by Dr. Purdy to approve the Planning Commission <br />recommendation. <br /> <br />'I <br />II <br />I <br />I <br /> <br />I <br /> <br />Mr. Del Nickerson, administrator of Cascade Maner, explained the location of <br />their parking lot, and that this traffic pattern would work a hardship. <br />Manager suggested development of driveway to 29th, and Mr. Nickerson agreed this could <br />be done. <br /> <br />In answer to Councilman Purdy, Manager said the proposal was to assess benefiting <br />property owners. More study is needed before costs can be estimated. <br /> <br />Vote taken on motion.
