~ e J.J~ 5/11/70 I abatement of property located at 2450 Potter Street. Motion carried. 2. State Speed Contrql Board Report: a. Hilyard between Broadway and 14th - 25 mph b. Hilyard between 14th and 39th - 30 mph As a result of investigation, the State Speed Control. Board has recommended the speeds set forth above for these streets. I Councilwoman Hayward was concerned about children walking to school in this area, and asked if there were sidewalks on both sides of the streets. Traffic Engineer said there are some sections without sidewalks. He explained that the Council could request State Speed Control Board to reconsider its recommendation for this street. I !I 'I II II II II II 'I II II i I I Mr. McDonald moved seconded by Dr. Purdy to approve Items 2a and 2b of the State Speed Control Report. Motion carried. c. Hilyard and 40th between 39th and Willamette - 35 mph . A petition, signed by approximately 40 people in this area, recommends that the original 25 mph speed limit be reinstated. e The Traffic Engineer explained the State Speed Board Study, a nd the city study, and that cars in this area are travelling at an average speed of 40 mph. Mr. McDonald moved seconded by Dr. Purdy to refer back Item c to the State and request restudy. Motion carried. Councilwoman Hayward requested a report on sidewalks on this street, and whether there was need for any to be installed. 3. Norkenzie Road Right of Way Purchases a. Sisson, 1685 Norkenzie Road $530.00 b. Endicott, 1683 Norkenzie Road $125.00 City staff recommends acceptance of these purchases. Mr. McDonald moved seconded by Dr. Purdy to give ppproval to purchase of properties at 1685 and 1683 NorKenzie Road for the amount stated above. Rollcall vote.. All councilmen present voting aye, the motion carried. 4. Alley Paving Petition, between Jefferson and Madison from Clark. to First and between Clark and First from Madison to Jefferson. 63% Mr. McDonald moved seconded by Dr. Purdy to give approval for paving of an alley between Jefferson and Madison from Clark to First and between Clark and First from Madison to Jefferson. Motion carried. I 5. Planning Commission Report a. Mobile Home Park Standards and Procedures - Manager read the proposed amendments to the ordinance and asked the Building Superintendent if this would bring the ordin- ance into compliance with State law. Building Superintendent explained that this was a companion amendment to ones p~rtaining to plumbing, electrical and fire protection, and nationaliliy recognized standards. e Mr. McDonald moved seconded by Dr. Purdy to approve the Planning Commission recommendation regarding mobile home standards. Motion carried. b. Portland Street Cul de Sac - After complete review by the Traffic Engineer of the entire Portland Street area, it was found that a cul de sac would be the best legal solution in this zoning matter. There was Council discussion about the merits of making this a one-way street. Various reasons were cited why this .would not be the best solution. Mr. Mcdonald moved seconded by Dr. Purdy to approve the Planning Commission recommendation. 'I II I I I Mr. Del Nickerson, administrator of Cascade Maner, explained the location of their parking lot, and that this traffic pattern would work a hardship. Manager suggested development of driveway to 29th, and Mr. Nickerson agreed this could be done. In answer to Councilman Purdy, Manager said the proposal was to assess benefiting property owners. More study is needed before costs can be estimated. Vote taken on motion. Motion carried. ...e I I I II I: Ii c. Annexation, Sutton Walls and Jacobsen; north of Green Acres Road and west of Norkenzie Road (24,000 square feet) Manager explained the location and said this would be referred to the Boundary 5/11/70 - 8 ~
