Multiple Use, Washington-Jefferson Street Right of Way - Director of Parks o~tlined <br />plans for extension of the 6th and 7th connector. The Bureau of Public Roads has <br />given the city an opportunity-to develop a multiple use concept und~r the bridge. This <br />has been approved by the State and will be forwarded to Washington, D. C. for approval. <br />The City will have to participate in the activity area and play area construction, <br />anq possible some sidewalks. The City will also be responsible for future maintenance. <br /> <br />I <br /> <br />Dr. Purdy said this had been done successfully elsewhere, and said such things as <br />all weather tennis courts coilild be constructed here. <br /> <br />Mr. Williams was concerned that the noise from traffic might be excessive. He felt <br />there was no evidence to show that people would use such a facility, and he asked if <br />other uses had been investigated. <br /> <br />In answer to Mr. Gribskov's question, Mr. Smith pointed out on the map how much of this <br />area would be covered. Manager said the Highway Department hoped to have this ?pproved <br />and contracted by the end of the year. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to approve the plan as presen~ed by the Director of Parks <br />on multiple use of Washington-Jefferson Street right of way. <br /> <br />Manager commented that a news story had left the impression that the entire cost of the <br />ground level might be the City's cost. The Bureau of Public Roads will fund the entire <br />landscaping cost and city cost will be for fixtures and maintenance. <br /> <br />I <br /> <br />Vote taken on motion. Broadway Traffic, 2-Way between Pearl and Oak - The Planning Commission recommended that <br />Broadway be rever~ed to a temporary two-way street from Pearl Street west to the center <br />line of the alley between Oak and Willamette, and asked the City Council to request <br />that the First National Bank and U.S. National Bank provide the city with a schedule <br />and plans of phasing out their drive-in windows. <br /> <br />The public hearing of the mall provided for vehicular access to these areas. The <br />final decision will be the Council's. <br /> <br />I <br />I <br />I <br />1 <br />I <br /> <br />Mr. Dave Hunt, Eugene Renewal Agency, said he was surprised at the Planning Commission <br />. recommendation, since this access had been proposed from the beginning. When the Mall <br />is completed, this traffic pattern will be confusing. To set forth a time table or <br />ask the banks to do so regarding drive-in windows is a little premature. <br /> <br />No action was taken. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to uphold the Planning Commission recommendation that Broad- <br />way be reverted to temporary two-way traffic, and request that First National Bank and U. S. National <br />Bank provide the city with a schedule of plans for phasing out drive~in windows. <br /> <br />The City Manager said there was a question whether phasing out drive-in windows and the below grade <br />parking wa3 the Planning Commission concern. <br /> <br />I> <br /> <br />II <br />i <br />I <br /> <br />Mr. James Pearson, member of the Planning Commission, said it was thecconsensus of the Commission <br />that all vehicle access to drive-up windows or underground parking from the mall area be phased out. <br />All vehicle access would be taken from Park Avenue. The Planning Commission was asking that the <br />banks study the matter and present some type of plan for closure of the drive-up facility. <br /> <br />Mr. David Hunt, Eugene Renewal Agency, reminded the Council that approval of the ordinance establish- <br />ing the pedestrian mall provided the banks have access, and in addition, the Equitable Savings <br />and Loan retain its parking mot. It was on this basis the banks and savings and loan did not file <br />objections at the public hearing, or request damages. Access was granted under that ordinance, and <br />it seems premature to request a schedule. <br /> <br />- <br /> <br />Dr. Purdy felt the Council should at least wait until the mall is completed before requesting closure. <br /> <br />II <br />-,I <br />II <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy to amend the motion to deletetthe section requesting that <br />banks provide the City with a schedule and plans of phasing out drive-in windows. <br /> <br />The Planning Director said the Commission was not requesting an answer now, but felt the banks should <br />be aware of the future pedestrian-auto conflict. <br /> <br />Vote taken on motion to amend. I <br /> Items for COlll1cil Consideration not Previously Heard: <br /> <br />1. <br /> <br />Abatement Recommendation, 2450 Potter Street - The Building Department has failed in <br />attempts to get rehabilitation or removal of this building. The City Council is requested <br />to schedule a hearing for abatement.
