He explained an "Invite a Student to'Dinner" program, <br />and that the Council is asked for its endorsement. <br /> <br />Mr. Smith read a circular relating to this program, and asked that citizens of Eugene <br />participate', and told how the group could be contacted'. <br /> <br />I <br />I <br />I, <br />II <br />il <br />II <br />Ii <br />i <br /> <br />Councilman Williams moved seconded by Mrs. Hayward that the Council endorese the <br />"Invite a Student to Dinner" program, and ask that citizens of Eugene participate in <br />it. Motion carried. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to approve Item 6 of the Committee report. Motion carried. <br /> <br />7. Street Access, Rubenstein-Rhombus Property on' Pearl between 20th and 24th - At the <br />time permission was given for this access, it was felt a fee should be attached. <br />Staff recommends payment of $2952.00 in lieu of paving assessments and $635.00, one-half <br />the cost of land for 80' right of way. <br /> <br />Dr. Stansbury, representative of the corporation, said they felt this fee was fair,; <br />but was concerned because of the nature of a "zipper" clause attached to this access, <br />and felt if it was clesed at a later date, they should be reimbursed the amount of <br />the fee. <br /> <br />'I <br /> <br />Ii <br />II <br /> <br />Manager said a future Council could certainly consider such a request in the event <br />permission was revoked. Omitting this from the agreement would not close the door <br />to a future Council making this commitment. <br /> <br />City Manager said it is recommended that the owners be 'charged the cost of paving as it would have <br />been had the property had access charged to the property, as well as an amount for their portion of <br />the 80' right of way which would have been dedicated by the property owner. Extension of Conditional Use Permit, Lane County Council on Alcoholism - This property, which <br />has been used as a half-way house known as Carlton House, is operateadby Lane County Council <br />on Alcoholism. No complaints have been received about the operation of the facility, and <br />there was no testimony at the Plannigg Commission meeting. <br /> <br />b. <br /> <br />I <br />II <br />'I <br /> <br />I <br />I <br />I <br />II <br />I, <br /> <br />II <br /> <br /> <br />I <br /> <br /> <br />Accepting Grant of Powers, Low Rent Housing - The Planning Commission proposed this ordinance I <br />because there are several applicants plannigg construction of low income housing. This <br />would utilize authority granted to cities by $tate Statute. It would allow cooperation <br />with non-profit sponsors similar to the way the city cooperates with the Housing Authority. <br /> <br />Mr. Teague moved seconded by Dr. Purdy to grant extension of conditional use permit for <br />Lane County Council on Alcoholism for Carlton House, located at ~th and Lawrence. Motion <br />carried. <br /> <br />Sign Code Amendments - The Planning Commission has held public hearings regarding several <br />amendments to the sign code and forwarded these to the City Council for public hearing. <br />The Manager explained that an ordinance adopted at a previous meeting was the one which <br />should have a public hearing at this meeting.
