This will be scheduled for the <br />next committee meeting so that the Council can review the material before that time. <br /> <br />I <br /> <br />'Mr. McDonald moved seconded by Mr. Teague to receive and file I!:em 4 of the Committee. report. Motion <br />carried. <br /> <br />5. Electrical Code Hearing. June 1 - A letter from the Nat~opal Elect~ical 'Code Committee <br />was distributed to the Council for study before the hearing. <br /> <br />Councilman Mohr suggested that some format be devised to prevent oral dispu~es, and <br />repetition of testimony already heard. <br /> <br />Councilwoman Hayward, subcommit,tee member, said the information originally distributed by <br />the staff outlines the disagreement, which is whether to have local amendments to the <br />national code. City Manager agreed the dispute is over a matter of policy. He suggested <br />that at the hearing all peop~e address the chair, and that there be a pro and con presen- <br />tation. <br /> <br />e <br /> <br />There was further discussion about conduct of the hearing, and whether a written record <br />from proponents and opponents would be required. <br /> <br />Councilman Williams requested a statement from the subcommittee as to the issues. This <br />would give parties involved advance notice that the Council wanted additional information <br />and not a rehearing of informa!:ionalready receiv~d. <br /> <br />I <br /> <br />For action on this item, see page I of these minutes. <br /> <br />6. Traffic Patterns Surrounding the Mall - Problems have arisen in connection with construc- <br />tion of the mall which necessitate changes in traffic patterns. City Manager requested <br />temporary authority to approve changes, apprising the Council of such changes at sub- <br />sequent meetings. <br /> <br />Councilman Williams was concerned that the Council was signing away this kind of power, <br />even on a temporary basis, He suggested the Manager could circulate a request to Council <br />for signature and approval. <br /> <br />Mrs. Hayward said the Manager's request was not without precedent, and she felt this <br />could be done temporarily. <br /> <br />I <br />i <br />I <br />II <br />Ii <br />II <br />I <br />d <br />II <br />'I <br />I <br /> <br />lj <br />I, <br />II <br />11 <br />II <br />'I <br />II <br />I, <br />'I <br />II <br />I <br />I <br />I <br /> <br />Mayor Anderson agreed, and suggested the City Attorney prepare an ordinance to give <br />the Manager this authority. <br /> <br />Dr. Purdy felt that only things of major concern should come to the Council for approval. <br /> <br />City Manager said anything done would be subject to Council appeal. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file I~em,6 of the Committee report. Budget Election - Since the City, budget was defeated, the budget committee and Council <br />will have to meet to arrive at a decision when the next budget request will be submitted. <br /> <br />I <br /> <br />Council agreed to meet May 28 at 7:30 with the budget committee to consider the matter <br />of a budget election. <br /> <br />Mayor Anderson suggested that the Council and Budget Committee become very active in <br />support of the budget and campaign for its passage. <br /> <br />e <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item 7 of the Committee report. Standards for Licensing Taverns in City,- Councilman Mohr requested the City <br />Attorney to give a report on the possibility of establishing a city licensing <br />ordinance for retail malt beverage outlets, develop standards for establishing <br />licensing and revocation, and what the status of the city is under home rule <br />powers ~ <br /> <br />b.
