Pedestrian Crossing, 31st and Willamette - Councilman Teague had received complaints <br />from older people in the area of 31st and Willam~tte,who have had difficulty crossing <br />the street because of excessive traffic. Public Works Director will investig?te. <br /> <br />With regard to Mr. Teague's suggestion th?t through traffic be routed in right lane on <br />30th and Hilyard, Public Works Director said this area has been under continual study <br />and is now included in the Topics program. Alley Paving, between High and Mill from 7th Avenue to 8th Avenue - In 1964 the City <br />Council agreed to vacate the alley betw~en 7th Avenue&and 8th Avenue running east from <br />High Street. In lieu of payment of the estimated land value of $6200 Mr. James Weaver <br />agreed to pay for paving the alley with concrete. He also agreed to pay any extra <br />cost for rerouting a sewer line, which project was subsequently dropped. <br /> <br />Mr. Weaver now requests the City Council to assess other property Owners on the alley <br />or allow him to blacktop the alley, instead of paving it to city specificati9ns. It <br />is estimated the tota1,cost of paving in concrete would be $5,173, and if this assess- <br />ment were to be made according to Mr. Weaver's request, his ~ost would be approximately <br />$2800. <br /> <br />Mr. James Weaver said he is a member of the "ForUlp." group. He explained that the alley <br />grade is higher than the new building and would require considerable excavation. He <br />suggested that they be allowed to blacktop th~ existing grade, and that con~rete paving <br />be done in the futur~ at city's reque~t. <br /> <br />Dr. Purdy felt the City was obligated to follow its pa,!ing policy for new alleys. <br /> <br />Mr. Williams felt that Mr. Weaver should sign a contract for future alley paving, <br />if allowed to blacktop at this time. <br /> <br />Public Works Director suggested that the City be reimbursed Mr. Weaver's share of this <br />alley, and could the~ pave it in the future. H~ felt there might be some dr~inage <br />problems with ~lacktopping on t~e present grade. <br /> <br />Dr. ~urdy moved seconded by Mr. Teague to initiate a p~ocedure to pave the alley <br />between 7th Avenue and 8th Avenue running east from High Street, and that EWEB and <br />private property owners be assessed, and that Mr. Weaver be required to pay for his <br />prope~ty and all p~blic property. <br /> <br />II <br />'I <br />I, <br />il <br />II <br />II <br />jl~ <br />I <br />II <br />Ii <br />Ii <br />:\ <br />I; <br />,I <br />I: <br />I' <br />Ii <br />I <br />I <br />! <br /> <br />. <br />Councilman Williams felt it was uiifair to charge EWEB and the other property owner for <br />paving that Mr. Weaver had already received ben~fit of a vacation for., <br /> <br />. . <br />Dr. Purdy felt EWEB and the other property owner would benefit from the improvement. <br /> <br />Vote taken on motion. Motion carried. ' <br /> <br />Mr. McDonald moved seconded by Mr. Teague to approve Item 1d of the Commit t,ee report. . Mot ion. <br />c'arried. ' <br /> <br />A letter was received from Mr. Richards, attorney representing the Forum. He requested that a <br />decision be postponed for a period of three to six months for these reasons: EWEB.may reach a <br />decision regarding removal of telephone poles in the alley; the grade of the proposed alley may <br />then be determined; a determination can be made whether the Highway Depar~ment will replace its <br />curb east of the alley conforming with the grade to be established; and the Water Board may decide <br />whether to place underground wiring in the alley.. <br /> <br />. . <br />The City Manager said the Water Board had been contacted previously and they had said they had no <br />plans, but they,now indicate there may be changes in the future. They felt they should know in one <br />or two months. The Manager suggested ~hat if the Water Board pla~ned a new installation within a <br />few years, it would be a waste of funds to proceed. He suggested that the item be tabled unless <br />their were other considerations. <br /> <br />Dr. Purdy moved seconded by Mrs. Hayward that the item be tabled for a period of from three to'six <br />months, as requested. Motion carried. <br /> <br />e. Standards for Use of Mall Area - City Manager suggested a committee be established to <br />recommend standards for mall use. <br /> <br />In answer to Dr. Purdy's question, Mayor Anderson said he assumed the committee might <br />suggest an ordinance outlining such standards. <br /> <br />It was the consensus of the Council that such a c9mmittee should be formed. <br /> <br />6/8/70 5 <br /> <br />....1Il <br />
