22 3 e , ORDINANCES I Council Bill No. 9195 - Levying assessments for paving Willamette Street from 40th Avenue to south boundary Edgewood Estates 7th Addition was submitted and read in full May 25, 1970 and held, '. ~ over to this meeting to allow proper notice of assessment to be given owners of affected properties, and is brought back for consideration with written protests on file. (For public hearing on this bill see Page 2 of these minutes. Mr. McDonald moved seconded by Mr~ Teague that the bill be read the second time by council bill number only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the second time by council bill number only. Mr. McDonald moved seconded by Mr. Teague that the bill be read the third time by council bill number only, with unanimous consent of the Council. Motion carried unanimously and the bill was read the third time by council bill number only. II Mr. McDonald moved seconded by Mr. Teague that the bill be approved and given final passage. Rollcall e vote. All councilmen present voting nay, the 1n6tion failed and the bill was not passed. II Council Bill No. 9201 - Electrical Code for the city of Eugene; repealing sections of the Code II I of Eugene; and declaring an emergency, was submitted and read in full. The electrical code ordinance was distributed to the Council previously. Manager read a letter from the National Electrical Contractors requesting a delay of three weeks to al~ow consideration by the I chapter manager and legal counsel. I Mr. Teague moved seconded by Dr. Purdy that Council Bill 9201 be delayed until the meeting of July I I 13, 1970. I I I Councilman Mohr felt it,might be good strategy to separate the ordinance into two ordinances, one I dealing with the code and the other with the administration of the code. I Mr. Mohr said that he had voted for the motion which provided a council committee to study certain I kinds of administration procedures and arrive at new recommendations which could be brought back to I Council. I I The City Manager said that it was his understanding that the Committee purpose was to review needed .j amendments to the National Electrical Code and the State Code and to work with the City Administra- , tion to seek changes at the state and national level. It was not his understanding that they were II to be concerned with administrative procedures. As far as separating the ordinance, the second part il dealt with service, inspection etc., and was really part of the code and should be distributed with I, the code so that people using it would know what the ordinance provided. If the Council wishes to separate it, the Electrical Board would like to consider it. The Council could go ahead with the ordinance as presented, and could amend any administrative procedures. Councilwoman Hayward suggested that the hearing be postponed until July 13, 1970. I Question called on motion. All councilmen present voting aye, the motion carried. I: Councilman Teague said that he had a different idea of the Committee ~o be appointed by the Council. I He felt that the Committee would work with staff on other things pertaining to safety which would then be considered for the new code. I Council Bill 9202 - Adopting the budget for the City of Eugene for the Fiscal year 1970-71 was submitted and read in full. - i I Purdy that the bill be read the second time by council bill number I Mr. Teague moved seconded by Dr. I only, with unanimous consent of the Council.
