(For public hearing on this <br /> bill see Page 2 of these minutes. <br /> Mr. McDonald moved seconded by Mr~ Teague that the bill be read the second time by council bill <br /> number only, with unanimous consent of the Council. All councilmen present voting nay, the 1n6tion failed and the bill was not passed. <br />II <br /> Council Bill No. 9201 - Electrical Code for the city of Eugene; repealing sections of the Code <br />II <br />I of Eugene; and declaring an emergency, was submitted and read in full. <br /> The electrical code ordinance was distributed to the Council previously. Manager read a letter from <br /> the National Electrical Contractors requesting a delay of three weeks to al~ow consideration by the I <br /> chapter manager and legal counsel. <br />I Mr. Teague moved seconded by Dr. Purdy that Council Bill 9201 be delayed until the meeting of July <br />I <br />I 13, 1970. <br />I <br />I <br />I Councilman Mohr felt it,might be good strategy to separate the ordinance into two ordinances, one <br />I dealing with the code and the other with the administration of the code. <br />I <br /> Mr. Mohr said that he had voted for the motion which provided a council committee to study certain <br />I kinds of administration procedures and arrive at new recommendations which could be brought back to <br />I Council. <br />I <br />I The City Manager said that it was his understanding that the Committee purpose was to review needed <br />.j amendments to the National Electrical Code and the State Code and to work with the City Administra- <br />, tion to seek changes at the state and national level. It was not his understanding that they were <br />II to be concerned with administrative procedures. As far as separating the ordinance, the second part <br />il dealt with service, inspection etc., and was really part of the code and should be distributed with <br />I, the code so that people using it would know what the ordinance provided. <br /> If the Council wishes to separate it, the Electrical Board would like to consider it. The Council <br /> could go ahead with the ordinance as presented, and could amend any administrative procedures. <br /> Councilwoman Hayward suggested that the hearing be postponed until July 13, 1970. <br />I Question called on motion. All councilmen present voting aye, the motion carried. I: <br /> Councilman Teague said that he had a different idea of the Committee ~o be appointed by the Council. <br /> I He felt that the Committee would work with staff on other things pertaining to safety which would <br /> then be considered for the new code. <br />I Council Bill 9202 - Adopting the budget for the City of Eugene for the Fiscal year 1970-71 was <br /> submitted and read in full. - <br />i <br />I Purdy that the bill be read the second time by council bill number <br />I Mr. Teague moved seconded by Dr. <br />I only, with unanimous consent of the Council.
