The Planning Commission recommended denial of <br /> 'I <br />" the request to construct a cabinet shop on this property. A joint meeting of the Council and the <br />Pi <br /> Planning Commission was held subsequent to the Council meeting and the Planning Commission again <br /> recommended denial. <br /> Mr. William Wheatley, attorney representing Mr. Lanz, said that the property is almost surrounded <br /> by M-2 and that this would be a logical change. He said that the Planning Staff had recommended <br /> approval, and that it would be in conformity with the 1959 General Plan. He explained that Mr. Lanz <br />II would be agreeable to controls regarding buffering and landscaping, and would agree to a conditional <br />,I <br />'i use, rather that outright zoning. <br />il <br />,I Mr. Theo Yang, a graduate student in architecture, exhibited preliminary drawings of the site and of I <br />'I <br />I! the proposed shop. He said that the proposed 1990 General Plan indicates that this property is <br />:1 located in an area which should Light Industrial or PUD. He had kept adjacent property owners in <br />1\ mind when doing the plan. He explained methods to provide sight barriers. He said that it would be <br />:/ reasonable to grant this request. <br />I <br />II <br />" <br />,: <br />,I Mr. Sam Peters, 3786 Stewart Road, said that this was a residential area, and felt that rather than <br />i/ dying since'the 1959 plan, it had built up, and he outlined the number of hew residences built in <br />:t .- <br />i' the last four years. <br />'I <br />I' <br />,I The Planning Director said that the Planning Staff had recommended to the Planning Commission that <br />:j <br />!I this property should be rezoned, as this would be consistent with the 1959 General Plan, which they <br />'i <br />II are obligated to follow. The Commission felt that an overriding factor in the 1990 Plan indicated <br />,I <br />'I there was sufficient land zoned commercial or industrial, and that much of it could be reclassified <br />II <br />II residential. He said that industry is expanding in the area, and that it would be difficult to make <br />:1 <br />il the area compatible. If the Council approved this request a contract could be drawn, or the Council <br />II could require a conditional use permit. <br />II <br />!I Councilwoman Hayward had strong reservations about rezoning this particular property, and felt that <br />il there were certainly other uses for it. There had been strong objection from residents of the <br /> neighborhood, and the Council would be doing them a disservice to change the zone. <br />'I <br />" <br />': I <br />" Mr. Teague moved seconded by Dr. PUFdy to uphold the Planning Commission's recommendation and to <br />'I <br />:1 deny the request for rezoning of this property to M-2. Motion carried. I <br />il <br />,j <br />II Council Bill No. 9217 - Levying assessments for paving, sanitary sewer and storm 'sewer on <br />:1 Quaker Street from 110' north of 15th to 18th; and all streets in Quaker Park Addition (68-62) was <br />I submitted and read in full. <br />II Mr. Teague moved seconded by Dr. Purdy that the bill be held over to the meeting of July 27, 1970 to <br />i <br />I, allow proper notice of assessment to be given owners of the affected properties.
