I <br /> Mr. Dyer recommended that the Council appoint an advisory committee to address itself <br /> to specific problems. <br /> Mayor Anderson €aid to make a transit district workable, other jurisdictions should be <br /> asked for at least their moral support in proceeding with a resolution. <br /> Mr. Omlid did not believe in adding another level of government. He felt that it <br /> would be difficult to get community support with this quick approach, and felt community <br /> support was necessary to make it successful. <br /> I Mr. Pat Teague said that the Springfield Council shared Eugene's concern regarding a <br /> 1 <br /> transit system, but that he questioned the speed with which this might take place. He <br /> realized the urgency, but would appreciate the opportunity to discuss it with the Council <br /> I to get a general feeling toward this approach. <br /> I . <br /> I Mayor Anderson said that unless some kind of district was formed speedily, the bus system e <br /> I would go out of existence. <br /> I <br /> I Councilman Teague said that he felt there was a definite obligation to those who utilize <br /> the transit system as they are very dependent on it. <br /> Mr. Omlid felt that, rather than a hurried-up approach to the solution, the best route <br /> would be to let it take its course July 1 and try to have material prepared for the I <br /> \ general election which would have the support of the community. <br /> Mr. Mohr explained that the course the Council is proposing was developed by the 1969 <br /> legislature, and is not unknown-to the people. This is not an untried system, ~d <br /> ! speed is absolutely necessary. <br /> I Mrs. Hayward said that there was unquestionably an obligation to keep the bus system <br /> I running in the area, and that she agreed that the Council should move on the recommenda- <br /> I tion of the Voorhees report. <br /> I Mayor Anderson said that the mass transit would play an increasingly important role in <br /> I the future. It is a significant answer to some of the problems of automobiles bringing <br /> untold expenses to urban areas. The Mayor felt this was a regional problem, and that <br /> the Council should propose the formation of a metropolit~ transit district, and seek <br /> an opinion from the city of Springfield ~d Lane County regarding support to inform the <br />I public that this is a metropolitan problem. <br />I Dr.. Purdy requested that the City Attorney look into problems of the Portland Metro- <br />I <br />!I politan District as they might relate to the district being proposed. <br />II Dr; Purdy moved seconded by Mr. Mohr to authorize the City Attorney to draw up a resolu- <br />II tion asking for creation of a metropolitan transit district, and that such resolution <br />II be referred to the city of Springfield and to the Lane County Commissioners, for comment <br /> and support of this ~ction. a <br />I I <br />\ There was discussion concerning interim operation of the system, and how it could be <br /> financed. <br /> I Vote taken on Motion. Motion carried. <br /> Mr. Mohr felt that the Council should be polled to let the public know where the city of <br />II Eugene stood as far as continuing bus service. He said that he would be willing, when <br /> the budget was passed, to look at priorities to find money to maintain the present bus - <br />I, system. ,~ <br />II <br /> This item was handled previously. Minimum Safety, Electrical Code - Councilman Williams was concerned that home purchasers <br /> might not be aware that a home was wired only for minimum service and moved, seconded <br />! by Dr. Purdy, that an ordinance be adopted to require a sticker to be placed on the p~el <br />I which would show that the home is wired to minimum code standa~ds and does not allow f0r <br /> expansion or additional service, and any changes should be made with a qualified advisor. <br />,I <br />U He requested the City Attorney to determine if this could be done legally, and the Public <br /> Works Director to draft such a statement. Vote taken on motion. Motion carried. <br /> Mr. Teague moved seconded by Dr. Purdy to approve Item Ib of the Committee report. <br /> I Councilman Williams requested information whether this suggestion could be required legally.
