Appointment - Mayor Anderson said that he felt the Human Rights Commission should <br />I have a student representative, and. named .Ron Siegel, student at South Eugene High <br /> School, as student representative. <br />I <br />I Mr. Teague moved seconded by Dr. Purdy that Ron Siegel be appointed to the Human Rights Commission. <br />I Motion carried. <br /> B. Drug Task Force Brochure - Councilman Mohr distributed copies of a brochure, and <br />i said that 1100 copies had been distributed to students at South Eugene High School. <br />I <br /> The impact had been very great, and was highly successful. e <br />I <br />I C. Coburg Road Sp~ed Check - Councilman Williams has received complaints of hazards <br /> created by excessive ~peed on Coburg Road. He requested a report to indicate <br /> whether posted speed is being e'xceeded, and whether this is a matter of enforce- <br />I ment, or is a valid complaint. <br />I D. Convention Brochures, Chamber of Commerce - Mr. Ward Beck~ Manager of the Chamber' I <br />I of Commerce, distr~buted two brochures which the Chamber has been using to promote <br />I Eugene and its convention facilities. Money from the room tax was used for this <br />I purpose. Mr~ Beck explained that many cities have employed someone full-time for <br />II the purpose of seeking conventions, and that the Chamber has budgeted a person for <br />I <br />I at least part-time work strictly on conventions. <br />I <br /> Beck exhibited a drawing designed to advertise Eugene as an All-America City <br /> Mr. <br /> to those entering on the highways. He explained that it would be constructed <br /> entirely of wood, and that it had been designed to comply with the sign ordinance <br /> requirements. <br /> In reply to Dr. Purdy, Mr. Beck said that the signs would be located at the South <br />11 entrance to the City on the Selvidge property, and on the north near the Beltline <br /> Road. <br />" <br />II Councilman McDonald asked if this sign would conform to the billboard requirement~ <br />I, <br />I' <br />i! of the State. Mr. Beck said that the sign would meet State requirements. <br />I' <br />.1 <br />II Mayor Anderson commented that the sign proposed was very attractive. <br />[I <br /> Mr. Teague moved seconded by Dr. Purdy to receive and file Items IB, Ih and Id of the Committee <br />II report. Motion carried. <br />I E. Advertised Budget Hearing - A hearing was advertised for Monday night regarding I: <br /> the proposed budget. Since no one appeared, it was noted in the minutes and <br /> advertised that the hearing would be continued to the next regular meeting to <br />!I provide an opportunity for interested persons to be heard. <br />'I This item was handled previously. Skinner's Butte Cross - A decree has been received from the Circuit Court which <br />II directs the city to remove the cross unless proponents or other interested persons -e' <br />II obtain a court injunction. If an injunction is not obtained, the City has twenty <br /> days to comply. -. ,/ <br />II <br />r <br />;1 G. Sign Code Amendments - Mr. Vernon Gleaves, representing the Obie Sign Company, has <br />II requested that the public hearing on the amendments be postponed until Mr. Obie <br /> returns to the City. There was no Council objection to this request. <br />II <br />II Mr. Teague moved seconded by Dr. Purdy to receive and file Items If and Ig of the Committee report. <br />" <br /> The City Manager said that he had received a request from the American Legion Post No.3, requesting <br /> I Council approval of a plan t6 carry out Section 3 of the Charter Amendment which provides for a <br />II plaque, and asking permission to affix a plaque on a small concrete base at the foot of the struc- <br /> ture. The Manager sHggested that they~i~~~~~il~the court proceedings are final before proceeding <br />Ii ~ .- - ----- ------- <br />" with the terms of the charter amendment.
