<br /> Councilman Williams requested that a report'be made to what extent people
<br /> actually drink raw milk, and that an attempt be made to 'correlate consumption
<br /> of raw milk with typhoid or like diseases.
<br /> Mrs. Beal requested a representative of the State be present, and asked to know
<br /> what the differences are in the inspection service, what the sales of raw milk
<br /> are throughout the State, location of typhoid outbreaks, and whether this could
<br /> be linked to consumption of raw milk.
<br /> I Mr. Teague agreed with this request.
<br /> Mayor Anderson suggested that the Council be presented with the alternatives
<br />e I that might be available at other levels of government to protect the community
<br /> against the sale of raw milk. 'He pointed out that the City is part of a larger
<br /> community, and an attempt should be made to get other areas to cooperate.
<br /> Mr. Mills pointed out that it might take considerable time to get some of the
<br /> information requested.

<br /> the lateness of the determination, he had proposed to discontinue milk inspection as of August 1,
<br /> 1970. The State has agreed to assume the inspection service as of August 1 and has expressed the
<br /> possibility of employing one of the city employes for this service. He asked for direction if the
<br /> Council wished, during this interim period, to be covered by state inspection.
<br /> Mr. Teague asked if raw milk would be available in the City August 1, 1970. He asked if there was
<br /> any way, under state inspection, that such sales could be excluded. The Manager explained that
<br /> the sale of raw milk in this City could be prohibited by ordinance, but this would be superseded
<br /> by state law. He said he was not sure when the- information requested by the Council could be pre-
<br /> I pared, but felt it would not be more than a month.

<br /> Mrs. Beal said she had not expected the staff to research answers to questions she had asked, but I
<br /> only wanted material readily available. I:

<br /> Mr. Kenneth Carl, from the State Sanitarian's Office, said theypplanned to assume inspection service
<br /> on August 1, 1970, and that it was important there be no lapse in inspection programs. He explained
<br /> the sale of raw milk, and assured the Council that it must pass rigid tests, and be plainly lab~led.
<br /> In reply to Dr. Purdy, the City Manager said, regarding restaurant inspection, that it was the
<br /> staff's intention that the County maintain this service for Eugene, as it does for the rest of the
<br /> County.
<br />I Mr. McDonald moved seconded by Mr. Teague that the City Council approve the public hearing to be
<br /> held when staff has assembled information to consider reinstatement of the milk inspection program.

<br /> II 4. Planning Commission Report, July 7, 1970 - The following items will be scheduled
<br /> for public hearing July 27, 1970. The Council toured the sites prior to this meeting.
<br /> a. Zone change Recommended - Bethel School site from PL public land to M-2
<br />e ,I light industrial. On Bethel Drive, south of Allane Avenue.
<br /> b. Zone change, Denial Recommended - Moose Lodge, east portion of Moose
<br /> property between 12th and 13th, Chambers and Taylor. Requested from R-2
<br /> lim~ted mmltiple family to R-4 H~gh Rise Multiple Family.
<br /> The Planning Commission has tried to clarify the use of the Eugene Speech
<br /> and Hearing Center on this property and has scheduled a conditional use
<br /> permit hearing in August to make this an allowable use. The remaining
<br /> portion has a rifle range on it, which would not be a permitted use under
<br /> the requested R-4 District. The Planning Commission has recommended
<br /> denial because of the increased density allowed under this classification,
<br /> and because of the land use pattern which might be established. The area
<br /> is under review in connection with the General Plan and the Planning Com-
<br /> mission has discouraged any major changes at this time.
<br />I In answer to Mr. McDonald, Planning Director said the entire property is
<br /> owned by the Moose Lodge.
