Kiosk Location, Mall - Mr. David Hunt explained that the owner of a small snack <br /> ! stand will be displaced by purchase of Masonic Temple property by the Agency, e <br /> , and that an attempt has been made to find a location for him. He has expressed <br /> I <br /> , interest in a location at Broadway and Olive, and it has been found that this <br /> , <br /> r small building could be located in the Mall itself without interference with <br /> fire lanes. However, provision for utilities must be made at the present time. <br /> I <br /> I Mr. Hunt displayed a preliminary drawing and said the building would be approxi- <br /> I <br /> \, mately 9 x 12 plus overhangs. Owners of adjoining properties have no objections, l- <br /> and the contractor has agreed to build it at his cost. There are some legal <br /> problems that must be worked out later. t <br /> II <br /> II In answer to Mayor Anderson, Mr. Hunt said they were requesting Council approval <br /> II of the concept. <br /> II Councilwoman Hayward asked whether they were being asked to decide whether they <br /> I wanted small businesses directly in the mall. She said she rather liked this <br /> I <br /> \ idea. Mr. Hunt agreed. He said they had an obligation to this man, since his <br /> :1 <br /> I business was being displaced by the mall. <br /> I <br /> I City Attorney said he had discussed this matter with the Manager, and that there <br /> , <br /> h were some definite legal problems involved, but with a consensus of the Council, <br /> " <br /> I these could be worked out by staff. <br /> I <br /> I <br /> h Councilman McDonald felt Mr. Brown had been a good citizen and that, since he <br /> i! was being displaced by urban renewal, there was definitely an obligation to find <br /> " another site. <br /> ii <br /> I' <br /> Ii Mayor Anderson commented that in SCORE meetings this idea had been brought out, <br /> II <br /> I and was generally favorably received. <br /> I <br /> I, Mr. Gribskov moved seconded by Mr. McDonald to approve conpept of the location <br /> 'I suggested by the Renewal Agency for a Kiosk to replace the stand now occupied \ , <br /> II I <br /> II by Mr. Brown. Motion carried. <br /> 'I <br /> It Teague that Items la, Ib and 2 of the Committee report be given <br /> 1; Mr. McDonald moved seconded by Mr. <br /> 'I approval. <br /> 'I <br /> I, <br /> I' <br /> ,I Councilwoman Hayward was not sure that the committee minutes reflected the intent of the Council. <br /> ~ ' <br /> i' She was not sure whether the Council was deciding they had an obligation to Mr. Brown, or that the <br /> t! <br /> ,I Council wanted small businesses in the mall, or both. After discussion, it was agreed that the <br /> II 'eo <br /> motion was correct, as stated, and that it reflected the intent of the Council. <br /> I! <br /> II d <br /> Vote taken on motion. Milk Inspection, Budget - Mr. Ray Wolfe, 1946 Potter, said he had read with <br /> II <br /> I alarm newspaper reports that the City was abandonmng its own inspection of <br /> I <br /> 1 milk. He had talked with physicians and the Lane County Sanitarian, and was <br /> convinced that this would contrubute to the spread of disease in the City <br /> J because raw milk would no longer be prohibited. He asked the Council to <br /> , recon~Qer this decision. <br /> I <br /> I <br /> II Mr. John Stoner, Lane County Sanitarian, agreed with Mr. Wolf's statements, <br /> L <br /> II and said there were other items in the health budget with which he was also <br /> I concerned. He felt the restaurant program should be retained as it is now <br /> , <br /> I handled. <br /> j I <br /> I Mayor Anderson commented this matter had come up numerous times in the past, <br /> 'I and the question was whether the Council wished to reconsider it. <br /> Ii <br /> 'I <br /> II Mr. Teague said he was personally concerned that the City was discontinuing <br /> milk inspection, and felt some other services could pe eliminated.
