Mrs. Hayward suggested that <br /> some discussion be held regarding phasing-out such towers within a reasonable I <br /> length of time. ' , <br />e II <br /> Purdy moved seconded by Mr. Mohr that an analysis be made of these sections of <br /> Dr. <br /> the zoning ordinance, and that it be referred to the Planning Commission. Motion I, <br /> carried. II <br /> Mr. McDonald moved seconded by Mr. Teague to approve Item 5 of the Committee report. Motion carried. II <br /> I <br />I In answer to Mayor Anderson the Assistant City Attorney said the attorneys had met and felt <br /> they were close to agreement. The Planning Commission has studied the ordinance and has proposed <br /> some height restriction amendments. <br /> ,_ 6. Ambulance Rate Increase - Eugene-Springfield Ambulance Service has requested approval <br /> -~, of a new rate scfiedufe'~-' Staff recommended that a ~o~mittee~be appointed composed of <br /> representati ves of-- the cl ty- -of -Eugene and city of Sprlngffeilld Coun-ell and staff and of <br /> the ambulance service to review the proposal and return a recommendation which both <br /> cities could use. <br /> Mr. Mohr moved seconded by Mr. Williams that the Mayor appoint a committee as I <br /> I, <br /> recommended by staff to review the proposal for an increase in ambulance rates. Ii <br /> Mr. McDonailld moved secon ded by Mr. Teague to 'approve Item 6 of the Committee report. <br /> Mayor Anderson appointed Councilman McDonald to serve as Council representative on the committee I <br /> to review the Ambulance Service proposal. Sidewalk Installation, Frances Willard School Area - Staff has recommended a public II <br /> hearing for neighborhood conmaeration of this proposal. Public Works Director said <br /> this is not a PTA proposal, but the result of a restudy of the area under terms set :1 <br /> forth by the Council at a public hearing March 23, 1970. He said mhe recommendation I, <br /> " <br />.1 is in compliance with established city goals to construct sidewalks wherever possible, II <br /> II <br /> and specifically around schools. 1\ <br /> Dr. Purdy suggested Public Works Department meet in advance with representatives of Ii <br /> :1 <br /> the PTA and people opposed to the proposal. Public Works Director said he would be I <br /> I <br /> agreeable to holding a special administrative hearing. A public hearing could be I <br /> I <br /> scheduled after review. i <br /> ,I <br /> II <br /> Mrs. Hayward moved seconded by Mr. Mohr to call a public hearing at a later date to !I <br />-- 'I <br /> discuss sidewalks in the Frances Willard School area. Motion carried. II <br /> :1 <br /> 8. Paving and Sewers, Spring Boulevard - Spring Boulevard to 500 feet north of Firland. I <br /> I Staff recommends extending the contract an additional 70 feet in accordance with the I <br /> I property owners request. il <br /> Ii 9. Neighborhood Development Project, State Street Area - City owns ten lots which were !I <br /> 'i <br /> deeded by the County in lieu of paying sewer assessments. It is proposed to sell I! <br /> :i <br /> II these lots and use the money to purchase park property in accordance with the I' <br /> ,I <br /> redevelopment plan. It is recommended to ask ERA to act as the city's agent in I' <br /> I 'I <br /> disposal of these lots. I, <br /> II <br /> I I' <br /> I In answer to Mr. Teague, the Manager explained that these lots were deeded to the II <br /> City by the County, and were not foreclosed by the City. Ii <br /> II <br />I 10. Options, Ditch Right of Way - Staff has recommended that options be exercised to II <br /> I <br /> buy ditch right of way from the following: I, <br /> Ii <br /> II <br /> a. Karen and Knud Toftemark, 1170 Echo Hollow Road, $4800 I <br /> b. Hans and Sophia Nielson, 1150 Echo Hollow Road, $112 <br /> ll.
