Public Works Director said this area badly needed <br /> paving and recommended approval. <br /> , <br /> II 12. Deferral of Sewer Assessment - Staff recommends deferral of assessments on Robert J. <br /> Schaefers properties for that portion lying beyond 160' of the serving sewer, but <br /> I adjacent to the connecting sewer which will be,built on ea~ements obtained from the <br /> I properties. The 160' depth will be assessed on both lots in question, <br /> , <br /> II 13. Extension of Lease, Child Care, Inc. - Staff recommends extension of lease for <br /> I <br /> I Chilild Care, Inc. for one year. <br /> II In answer to Mrs. Hayward, Manager said the City leases this property to Child <br /> II Care rent free. The utilities are paid by Child Care.. <br /> I! 14. Appointment, Eugene Renewal Agency - Mayor Andenson has recommended reappointment <br /> II of Ray Hawk to the Eugene Renewal Agency for a four year term to expire July 10, <br /> 1974. e <br /> II <br /> I, Mrs. Hayward moved seconded by Mr. Mohr to approve items 8 through 14 of the Committee <br /> !j <br /> II report. Motion carried. <br /> I' Mayor Anderson asked if there were any comments from either the audience or Council on the foregoing <br /> I <br /> II items. Since there were none, Mr. McDonald moved seconded by Mr. Teague that approval be given to <br /> Items 6 through 14 of the Committee report as read by the City Manager. Rollcallvvote. All council- I. <br /> II men present voting aye, the motion carried. <br /> I Hayward commented that Mayor Anderson will be out <br /> 15. Electr~eal Code Re-hearing - Mrs. <br /> of the City on the date set for hearing this item, and suggested that another time <br /> be set. <br /> I After some discuss~on, Mrs. Hayward moved seconded by Dr. Purdy to schedule the <br /> electrical code matter for the meeting of September 14, 1970. Motion carrd:ed. <br /> i <br /> I The City Manager commented that Mr. George Keating, Building Contractor, had contacted him regarding <br /> I problems created by the delay in passage of the Electrical Code. Work on a project has been stopped <br /> , because wiring is not in accordance with the present ordinance, and he is being financially damaged <br /> I by his inability to proceed. The Manager suggested that it might be possible to consider final <br /> j passage of the proposed code, deleting by special motion the proposed new fee schedule, and leaving <br /> i the existing schedule in operation. The September 14 hearing could proceed to decide administrative <br /> I <br /> II questions and the question of inspection procedure. <br /> The Manager read a letter from the Home Builders, requesting that the Citz Council proceed with <br /> II passage of the ordinance. <br /> I <br /> ! The City Manager said that he had contacted a representative of the Electrical Contractors Assn. <br /> I <br /> ! and a representative of the Home Builders and explained that he would present an alternative to <br /> II the Council whether they wished to continue the ordinance. I <br /> 'I Dr. Purdy was concerned that if the Council approved passage of the ordinance at this meeting, it <br /> 'I <br /> I, might take a 2/3 vote to amend the ordinance. <br /> ), <br /> I There was discussion of what alternatives might be taken if the City decided to abolish its own <br /> II inspection in favor of state inspection. <br /> 11 <br /> II Mayor Anderson said that the Council is considering two things, and is already on record as having <br /> !I proposed and adopted an ordinance as to the standards to be enforced. Procedure for enforcement . <br /> will be discussed at the September 14 hearing. At that time the Co~ncil can determine whether state <br /> !1 inspection service is adequate to enforce the standards which have been adopted. <br /> 11 The Manager said that the only items under contention are the fee schedule and inspection. The <br /> 'I ordinance could be adopted and the City Attorney could make the necessary~changes in wording before <br />!, signing. <br /> ,I <br />!I Mr. James Mitchem objected that the Electrical Contractors had not received sufficient notice of <br />I this change, and had not seen an amended ordinance. -- He '6bj ected that, at the hearing, it was <br />I <br />I decided a sticker should be placed on meter boxes with information that wiring was to minimum <br />II standards. He opposed the adoption of the ordinance. <br /> Bernie Coo~ Cooke Electric, said that the City Council had taken a position as far as the <br />!I Mr. <br /> code itself was concerned and any delay would work a hardship on contractors. Any administrative' <br />Ii problems can be handled at a later date. I <br />( Mrs. Beal moved seconded by Mr. Gribskov to adopt the new ordinance deleting the new fee schedule <br /> and substituting the old fee schedule. <br />I In answer to Mrs. Hayward's question, the City Manager said that with regard to the informational <br /> sticker, the staff has not arrived at a workable procedure, and that this will be in a separate <br /> I ordinance. <br /> e <br />\1 <br />Ii 7/27/70 - 7 <br />~ !: <br />
