Proposed Charitable Solicitation Control Ordinance - At the request of the Chamber il <br /> of Commerce, the City Attorney drafted an ordinance designed to regulate telephone <br /> soliciBtion and set standards to protect the citizens of Eugene. II <br /> I, <br /> I Mr. Ward Beck said the request was not solely from downtown merchants, but they had Ii <br /> ,i <br /> I contributed to the discussion. Th~ir objection to the majority of this type of ,I <br /> soliciBtion is that the greatest percentage goes to the promoter, rather than to :1 <br /> the charity for which it is intended. II <br /> I! Mrs. Ruby Brenne said the Chamber of Commerce had suggested such an ordinance long I' <br /> II <br /> ago, but the problem had not become acute, and some solicitors take as much as 85% I <br /> II of the money donated out of the City. There is no legal way to prevent this.
