Discussion of "Block Parties" - Requests have been received for permission to close <br /> II c~rtain streets to hold "Block Parties." A recent closure of this type resulted in <br /> I -many problems, and ~t is felt if this privilege is to be extended, some regulation <br /> I will be required. <br /> Public Works Director outlined problems with a recent closure, and suggested that if <br /> I <br /> I the Council wished to permit this privilege, certain conditions should be attached to <br /> il the permission. He .outlined conditions suggested by his department for regulation of I <br /> this type of closure. <br /> I, <br /> Captain Glenn of the Police Department explained problems encountered by his department, <br /> I and felt notice should be given to adjoining property owners,~ and a fee charged to <br /> j <br /> !i cover overtime of city employes. <br /> Councilman McDonald requested a definition of a block party, saying this was the first <br /> he had heard of them. Mr. Mills explained that neighbors wishing to become better <br /> acquainted close off the streets in a one block area, and provide such things as a e <br /> communi ty barbecue and games for th~ chijbillr.em~ <br /> r In answer to Councilman Williams, the Public Works Director said there is always <br /> I! liability when a street is barricaded, but there would be no more in this case than I <br /> in any other temporary closure. <br /> II I <br /> II Councilwoman Hayward felt the Council should establish a means to encourage people I <br /> II to request permission for closures such as this. She felt the concept of a block <br /> II party was a sound one and should be encouraged. <br /> I, Mr. Mohr concurred, saying that there were few cities where this type of neighbor- <br /> II hood venuure could be attempted. <br /> Mayor Anderso~ requested staff to formulate regulations and said he felt this type <br /> I of activity should be encouraged, put it should be controlled so that it would be <br /> worthwhile. <br /> I <br /> I Mr. McDonald moved seconded by Mr. Williams to direct the staff to prepare tentative <br /> I <br /> I regulations for control of block parties. Motion carried. <br /> I McDonald moved seconded by Mr. Teague to approve Item 3 of the Committee report. Motion <br /> Mr. <br /> carried. <br /> i The City Manager outlined a pr9posed permit procedure to handle requests for block parties, which <br /> I is being reviewed by the staff. A request has been submitted for another block party on Fourth <br /> I Avenue. <br /> Miss Mindy Barker, ~409 West Fifth, said that she had been a participant in the first block party <br /> and that it did bring the neighborhood together. They now propose a party one block down from <br /> !I the original for Saturday, September 12. , <br /> The City Manager said there had been many complaints about the first block party from adjacent I <br /> neighbors, primarily based on the fact that many people attending did not live in the area. <br /> I Regulations will be designed to define a block party and give direction to sponsors. If the <br /> Council directs, the staff will work with Miss Barker and try to reach agreement on minor problems. <br /> Mayor Anderson assumed that was the direction of the Council. <br /> In answer to Councilman Mohr, Miss Barker said that she felt the majority of those in the block <br /> I should sign the petition, and that eight out of ten in the area of the proposed party had signed e <br /> the petition. <br /> I Miss Barker questioned the $25.00 fee for the installation of barricades, and requested that they <br /> II be allowed to place and remove the barricades and be responsible for clean up. <br /> Mayor Anderson requested the City Manager to work out appropriate arrangements for the September 12 <br /> :1 <br /> II block party. <br /> 4. Panel Discussion Representative ~ Request has been made for a City Councilman to <br /> serve on a luncheon panel with a Lane County Commissioner and a Springfield City <br /> I representative, at a Planner's, Engineers and Administrators luncheon at Ford's <br /> I Restaurant, 1769 Franklin Boulevard, August 21, 1970 at 12:00 noon. Mrs. Hayward <br /> attended. <br /> I <br /> I 5. Airport Tour - Mr. Gerry Coldeen welcomed Councilmen and others to the Airport Restaur- I' <br /> jl ant, and explained that this was the 50th Anniversary of the Flight Service Stations. <br /> il He thanked Mayor Anderson for proclaiming this Flight Service Week in Eugene. <br /> r Gene Juilfs, Airport Manager, outlined the meaning of Flight Service and its origina- <br /> tion. He commented on the need for additional construction at the airport, and reasons <br /> I, why financing was not available. <br /> ,I Upon adjournment of the meeting, Councilmen toured the airport facilities.
