<br /> Council Bill No. 9266 - Levying assessments for paving alley between Mill Street and Ferry
<br /> I Street from 16th Avenue to 17th Avenue was submitted and read in full the first time on September
<br /> " 14, 1970 and was held over to this meeting to allow proper notice of assessment to be given owners
<br /> of affected properties and is brought back for consideration with one written protest on file.
<br /> ,
<br /> " Manager read a letter from Marquita Bennett protesting assessment for paving of alley, saying this
<br /> "
<br /> did not improve her property, and could in no way be used by her.
<br /> "
<br /> I The City Manager explained that 65% of the property owners had petitioned for this improvement, and
<br /> that all abutting property benefitted, even though the improvement could not be used by the owner
<br /> until a later date.
<br /> Mrs. Beal was concerned that apartment owners are able to have such improvements put in at the
<br />I , expense of homeowners who do not benefit from the improvement.

<br /> Mr. Glen Gossler, 460 East 16th, felt this assessment was excessive, and was of benefit only to the
<br /> apartment owners. He also complained of the manner in which the paving had been done, and that his
<br /> property had not been left in good condition. Manager said the staff would check on the clean-up ~ -
<br /> on Mr. Gossler's property.

<br /> I The City Council discussed possible changes in assessment procedure regarding alleys, and what
<br />e I! they would consider as sufficient number of petitioners to proceed with an improvement. It was felt
<br /> some attempt should be made to assess alleys more equitably when a large percentage of owners were
<br /> I apartment houses.
