Request for Council Recognition - Mr. Pat Flynn, Firefighters Local 851 inquired whether <br /> the Council intended to take up the firefighters request for consideration of <br /> amending regulations on living within a proximity of the city of Eugene. City' <br /> . ,. <br /> Council informed Mr. Flynn that this was a matter for discussion with the adminis- <br /> tration and should be presented as a request for consideration in the collective <br /> bargaining process. <br /> Mr. McDonald moved seconded by Mr. Teague to receive and file Items VI, VII and VIII of the Committee <br /> report. Motion carried. <br /> " <br /> II <br /> '1 Meeting held October 7, 1970: <br /> !: Present: Mayor Anderson; Councilmen Hayward, Purdy, Beal, Williams; City Manager and staff; <br /> I' and others. e <br /> I. Items from Mayor and Council I <br /> A" Resolution supporting State Board of Higher Education - Counclman Williams moved I' <br /> ,I <br /> seconded by Dr. Purdy that the Council go on record supporting the action of the <br /> ,I State Board of Higher Education in positing a $5,000 reward:'for information leading <br /> I to the arrest and conviction of the individual who damaged a building on the Univ- <br /> I' I <br /> ! ersity of Oregon campus. <br /> Mr. Williams suggested the Council might explore a means to increase that reward, , ~ <br /> either through private or city funds. <br /> Vote taken on motion as stated. Motion carried. <br /> 'I Councilman Williams said considering the number of incidents which have occurred <br /> in this community, the City should look at its responsibility in this area. <br /> Perhaps there are ordinances available for the apprehension of individuals <br /> responsible for such acts. Preventative measures might be undertaken regarding <br /> " unauthorized possession of explosives within the City. Perhaps a reward fund <br /> " <br /> could be established. Mr. Williams asked for a review of this matter by the <br /> Manager and the City Attorney. <br /> -. <br /> Mr. McDonald entered the meeting. <br /> Councilwoman Hayward said she was in favor of this approach, rather than adding to ;1 <br />i; this particular reward. I <br />:i Ii <br /> I <br /> Dr. Purdy suggested it should be made illegal to possess explosives, and suggested <br /> an escalating reward with regard to the degree of the offense. Mayor Anderson <br /> agreed and said there were three areas to be considered: the matter of unauthorized <br /> possession f explosives; damage to property; and consideration of acts against I <br />, public buildings. The City has a responsibility to protect public buildings through <br />" <br /> any means possible. " <br /> Mrs. Hayward said people who are lawfully in possession of explosives are not <br /> always careful with storage of them, and this is sometimes tempting to those " <br /> looking for explosive material. Mrs. Beal agreed. 'I <br /> , <br /> The City Manager said there is some national legislation being considered regarding , <br /> I, <br /> inter-state transportation of this type material. The Mayor has written Oregon e <br /> congressmen supporting this legislation. <br />'I Mr. McDonald moved seconded by Mr. Teague to approve Item IA of the Committee report. Motion carried. <br /> , B. Pollution control, Automobiles - Mrs. Beal asked for consideration of memorializing <br />: <br /> Senator Muskie's bill regarding pollution control for automobiles. ; ~ <br /> Mrs. Beal moved seconded by Mrs. Hayward that she draft a resolution to be forwarded <br /> to the Congressional delegation supporting maximum measures to alleviate the cause ;, <br /> of auto pollution. <br /> After discussion whether Senator Muskie's bill should be supported, or maximum <br /> anti-pollution in general, a vote was taken on the motion as stated. Motion carried. I <br /> Mr. Gribskov entered the meeting. I <br />,. I <br /> Mrs. Beal commented that this itme should be filed, since the Congress has now passed the National " <br /> Air Quality StandaRds Act. <br />, <br />I <br /> Mr. McDonald moved seconded. by Mr. Teague to receive md file Item LB of the Committee report. Motion <br /> carried. <br /> C. Award, Hiring of Handicapped People - Mayor Anderson said he was pleased to present <br /> a plaque on behalf of the Governor's office which had been awarded to the Eugene Hotel - <br /> and its manager Art Fairchila, for willingness to hire handicapped people. <br />~ 10/12/70 - 4 <br />
