<br />Superintendent of Building explained ,it would include, such, incidental signs as
<br />gasoline prmces at service s~ations, rates at parking lots, service entrance signs
<br />for automotive industry, etc., and that they must meet ordinance criteria.

<br />VI. Recommended Annexation ,Goodpasture Island Road and Delta Highway (Planning Commission,
<br />October 12, 1970)(Moyer Theaters)

<br />This is property owned by Paul W. and Sabina M. Halweg, consisting of 2.72 acres.
<br />
<br />City Manager reminded the Council that the aanning Commission and Council action is
<br />only a recommendation to the Boundary Commission. He commented that it had been determined
<br />the sewage system would be adequate.
<br />

<br />VII. Mall Dedication Steering committee~;(Co~~itt;~~meeting, October 21, 1970)
<br />The Chamber of Commerce and Eugene 'Downtown Association have volunteered to provide an
<br />ad hoc committee for Mall Dedication. Opening of the Mall is scheduled for February I
<br />13, 1971, with a week of celebration.
<br />
<br />" The general consensus was that the Mayor should appoint a Mall Dedication Steering
<br />Committee at the regular meeting of October 26. An important factor to consider is that
<br />the committee should have representation of the people of Eugene, as well as from the
<br />Downtown Association and the Chamber of Commerce.
<br />
<br />The Chamber of Commerce has an informal steering committee, as outlined in a memo circulated to the
<br />Council, which has requested designation as a Mayor's ad hoc committee.
<br />
<br />Mayor Anderson said, if the Council wished, he would authorize this committee to constitute a
<br />Mall Dedication Committee, and authorize it to proceed with planning of opening ceremonies.
<br />
<br />Mr. McDonald moved seconded by Mr. Teague to authorize the Mayor to appoint,the Chamber of Commerce
<br />informal commit~ee as a Mall Dedication Steering Committee. Motion carried.

<br />VIII. Zoning Ordinance Amendments re: S~te Review
<br />
<br />The City Manager said the Planning Commission had acted at its noon meeting to approve an amendment
<br />dealing with site review, and had recommended it for approval. He read the ordinance and said its
<br />purpose was to provide alternatives to the requirements of PUD'procedure in those instances where
<br />development posed special problems, but would not entail all the requirements of PUD.

<br />Committee Items to be considered with one motion, unless individual discussionis

<br />1. Manager, Chamber of Commerce - City Manager introduced Mr. Don Mason, new manager
<br />of the Chamber of Commerce, and said the Chamber of Commerce and the City have
<br />started to work together. ~
<br />
<br />2. Conditional Use Permit, Foremost Systems ~ The Planning Commission denied the
<br />request for conditional use to permit construction of multiple family 50-unit
<br />development for Foremost Systems in an RA zone south'of'West 28th between Ingalls
<br />Way and Adams Street. A public hearing should be set to hear this matteJ;'.
<br />
<br />Mrs. Hayward moved seconded by Mr. Williams to call a public hearing on the above
<br />matter for November 16, 1970. Motion carried.
<br />
<br />3. Abatements, Recommended by Public Wo~ks Department -
<br />a. Bridge over Amazon Creek at Quaker Street Extended - Public Works Depar~ment has
<br />~~ been unable to obtain removal or repair of a bridge over Amazon Creek or to
<br />determine the exact ownership of the bridge. It is in very,)1azardous condition,~
<br />and should be abated. Since ownership has not been determined, it is recommended
<br />that all interested property owners be notified.
<br />
<br />b. Substandard Vacant Dwelling, 1067 West 5th - Public Works Department has been I. .
<br />unable to obtain repair or removal of the above dwellin~; which has been
<br />determined to be in a'dangerous condition. A petition from fifteen neighborhood -
<br />residents has been received, requesting removal. It is requested a public hearing
<br />be set on abatement of this dwelling.
<br />
<br />Mr. Teague moved seconded by Mrs. Hayward that the Council authorize a public
<br />" hearing to be called on the above mentioned abatements.
