Motion carried. <br /> I 5. Traffic Control, Autzen Stadium - The City Manager said a complaint had been received <br /> about movement of traffic at Autzen Stadium after football games. If the facts <br /> are as indicated, corrective action should be taken. <br /> I <br /> ,I <br />e Council members made several suggestions how this traffic problem could be handled. <br /> , Director of Public Works said this is a state highway, and traffic must move in both <br /> I <br /> I' <br /> I directions. <br /> City Manager said the Police Department has been alerted, and an effort will be made <br /> to see that this kind of incident is not permitted. ,- <br />I !: 6. National League of Cities, Suggested Resolution - A resolution, proposed by the city <br /> I of North Las Vegas, to get parity for Councilmen at the National League of Cities <br /> Convention, was previously circulated to Councilmen. After discussion, it was <br /> moved by Mr. Williams, seconded by Mr. Teague that the Council representatives to <br /> the National League of Cities Convention be 'instructed to encourage broad Council- <br /> man participation in League activities, without supporting the specific Las Vegas <br /> resolution. Motion carried. <br /> 7. Mayor Meeting, Liquor Control Commission - Mayor Anderson entered the meeting (October " <br /> 14) and said he had just returned from a meeting with the Oregon State L~uor Control <br /> Commission. He felt progress had been made, and some positive steps may be taken to <br /> I provide guidelines for the cities in approving licenses, and to instruct cities as <br /> I <br /> !' to what constitutes standards. <br /> There was Council discussion about the Liquor Control Commission, how its meetings <br /> i' are conducted, and what the basis is for approval or denial. Mayor Anders on <br /> I, explained the legal problems attendant to rescinding of a license, and that once <br /> a license is granted, the Commission had reservations about rescinding. They <br /> are examining the possibility of a change in the statute. <br /> 8. Planning Commission Recommendation (September 28, 1970), Two Way Traffic, Lawrence Street <br /> Planning Commission recommended traffic be resuored on Lawrence Street between 5th <br /> and 6th Avenue to two-way. The Public Works Director stated that, since Washington <br /> and Olive streets have closed, this would be a proper move. Planning Commission <br />I recommended approval. <br /> 9. Zone Changes Recommended (Planning Commission, October 6, 1970), Newly Annexed Areas: <br /> a. Lindley Street and Bardell - Rezone to RA Suburban Residential District <br /> 'I b. East and west of Floral Hill Drive, south of Bristol Street - rezone to <br /> RA Suburban Residential District <br /> c. Between Jeppeson and Larkspur, west of Norkenzie - rezone to RA Suburban <br /> Residential District <br />e :j Traffic Flow, 11th and Garfield - Councilman McDonald indicated that he had had <br /> 10. <br /> several complaints during the past few days regarding traffic flow on West 11th <br /> off Garfield, where a new store is located. He felt a three way stop at <br /> 11th and Garfield was dangerous. <br /> Public Works Director indicated this had been discussed on the tour. He felt <br /> the best solution to this problem would be completion of 10th Avenue west of Garfield. <br /> Mr. Gribskov stated all of West 11th had problems.;. <br /> ll. Distribution for Council Review - Ordinance incorporating 1970 Edition Uniform Plumbing <br /> Code. The proposed ordinance establishes new fees, incorporates a Uniform Swimming <br /> :1 Pool Code and the latest criteria for mobile home sewer and plumbing installations. <br /> The City Manager~uggested a public hearing be scheduled on this ordinance for the <br /> last meeting in November. <br />I A representative from the Plumber's Association indicated that, although they had not <br /> had an association meeting, there ffid been no controversy, and no opposition to the <br /> ordinance. <br /> -12.
