<br /> Goodpasture Island Road and 500 feet south. Requested by one owner who represents 29%
<br /> " of the property to be assessed. The property owned by the petitioner was annexed with I
<br /> , no conmdtment about provision of sewers. A city investment of an estimated $25,000 would
<br /> be required for trunk sewers and it is probably deferral of $16,000 would be required in I
<br /> assessments for unsubdivided property with no dedicated roadway. It is believed the II

<br /> project is premature and should await subdivision. II

<br /> Lane County Health Department was contacted and reported no current problem with
<br /> subsurface drainage.
<br /> Dr. Purdy moved seconded by Mr. McDonald to defer this project. Motion carried. e
<br /> Mr. Wayne Shields, 2535 Tomahawk, explained reasons he was requesting sanitary sewer service I
<br /> to this pronerty, and that he could not develop portions of his property until the sewer was I
<br /> installed.
<br /> City Manager explained that, becuase of the distance the sewer would have to run to Mr. Shields ::
<br /> property, a large pprtion of the cost of the sewer could not be assessed. It was felt this
<br /> request was premature, since money was not budgeted for this purpose at this time. The County
<br /> Sanitarian had notified the City that the situation was not critical at this time.

<br /> Mayor Anderson suggested that this matter should be considered in preparation of the forth-
<br /> :: coming budget.

<br /> !! program to improve criminal justice in Eugene. '.' 'He -'a'uggested that a Council conmd ttee be
<br /> appointed to define strategy for drunkenness and development of a detoxification program;
<br /> need for municipal criminal sanction; municipal juvenile problems; citations in lieu of
<br /> arrest; development of a regional correction and detention facility to be administered by ':
<br /> a Bureau of Justice. The conmdttee could investigate means of funding this process. Mr.
<br /> Mohr felt the ultimate goal would be abolishment of the municipal jail system.

<br /> Councilwoman Hayward suggested that this matter be xncluded as an item on a later agenda
<br /> so that the Council could take formal action on establishment of a committee. e
