All councilm~rrpresent voting aye, the bill was declared passed and numbered 16114. <br /> <br />COUNCIL BILL NO: 9302A - Levying assessments for sanitary sewer in area bounded by a line 160' ~ <br />northeast of rethel Drlve on the north and east; by Roosevelt Boulevard on the south and by Oregon .., <br />Electric Railway on the west was submitted and read in full the first time on November 16, 1970, <br />held over to this meeting to allow proper notice of assessment to be given owners of affected proper- <br />ties, and is brought back for consideration with two written protests on file. <br /> <br />Letters of protest from Pierre Van Rysselberghe for Mrs.. Bertha Lindberg, and from J. Irvin, Borthick <br />for Bethel Christian Chruch were read. I <br /> <br />Councilman Teague said he was well acquainted with Mrs. Lindberg, and felt there should be some relief <br />for the elderly on fixed incomes. <br /> <br />City Manager agreed any kind. of assessment was a hardship on people with low incomes, that under the <br />Bancroft procedure they can apply for a time payment, but over a period of time, interest is accumu- <br />lated. Any proposed relief would require a change in state laws regarding assessment procedure. <br /> <br />MJ9s. Niven said the Joint Housing Committee, at Council direction, had studied this problem, but no <br />satisfactory solution had yet been found. <br /> <br />Mayor Anderson said this applied not only to assessments, but to the whole tax pic~ure, and that the <br />citizens of the community were concerned. . <br /> <br />Mr. McDonald moved seconded by Mrs. Hayward that the bill be read the second time by council bill <br />number only, with unanimous consent of the Council.
