She showed the League of Women Voters leaflet, and said <br />it contained many interesting facts concerning the City and its officials. She <br />felt this could be used as a model. <br /> <br />Mayor Anderson agreed with Mrs. Campbell. He felt Council attendance had increased <br />considerably, and that perhaps such a handout could incorporate arguide and explana- <br />tion of Council procedures, <br /> <br />Mrs. Mary Briscoe, President of the League of Women voters, supported these suggestions. <br /> <br />e <br /> <br />The Ci ty Mmager cormnented that money had not been budgeted for Ci ty Government Book- <br />let, and alternatives may have to be found if it is to be printed in this budget year. <br /> <br />Councilman Mohr reminded the Council of his s'uggestion to print an article in the <br />local newspaper, informing peqple of public events, hearings and meetings, and a <br />directory of city services. <br /> <br />I <br /> <br />Mrs. Beal thought Mr. Mohr's suggestion was a good one, but that it would be exceed~, <br />ingly expensi ve. afirm <br /> <br />Mrs. Beal was concerned that the action suggested for this item was to file. She <br />suggested that other action was indicated and that the indica~ion be to affirm. This <br />was considered a good suggestion and the change was made. <br /> <br />Cancellation of Special Meeting"~ The City Manager announced that a special meeting <br />called for January 28'between the City Council, Planning Commis$ion and Eugene <br />Renewal Agency had been cancelled until more input can be recei ved from the Downtown <br />Association. file <br /> <br />Resolution, Mass Transit - The Council recently directed a resolution to the <br />Congressional Delegation concerning a proposed rail passenger system, and its <br />concern about the lack of connection on the west coast. RespoDses have been <br />received from several legislators with expressions of support for the Council <br />position. Copies of therecormnendation have been forwarded to the Interstate <br />Corrmdssion, which also supports this concept of transportation. <br /> <br />Commerce <br />file <br /> <br />Invitation to Attend Meeting of B.R.I.N.G. - Councilwoman Beal expressed the hope <br />that Councilmen would attend the meeting of the group attempting to organize a <br />corrmdttee to find a means to solve the solid waste problem. This meeting is at <br />7:30 p.m., January 28 in the First presbyterian Church. <br /> <br />file I <br /> <br />I <br /> <br />Lane Community College Board, Discussion of Long Range Plans - Lane Community College <br />Board members requested a meeting wi.t.'1 the Ci ty Council to discuss future develop- <br />ment of the College area. <br /> <br />Mr. Robert Ackerman, Board member, explained the unexpected rise in enrollment qt <br />the College, and said that a sewage disposal problenLis anticipated, since the <br />lagoon-type facility they are utilizing is almost at capacity. It was felt annex- <br />ation would be the logical solution, ,vut sipce the college is not contiguous to <br />the City, this presents a problem. <br /> <br />e <br /> <br />Mr. Marsten Morgan, in answer to the Mayor, said the 1990 Plan does not provide <br />for a sewage disposal facility in this area in the irmnediate future, because of <br />other priorities in the City. There is rothing planned for 8 to 10 years. Unless <br />something is done before that time, the College will have to expand in other areas. <br /> <br />The Public Works Director outlined various studies made of this area, and <br />conclusions regarding costs for 'temporary or permanent facilities. He explained <br />the problems with financing of an east bank trunk line, and the city expense <br />that would be involved for construction pf a sewage disposal facility to serve <br />this area. <br /> <br />Councilmen and College Board members discussed the various plans and the costs <br />they would entail. They expressed concern with any annexation, since the position <br />of the 1990 Plan is to limit urban services, contain city boundaries and prevent <br />sprawl. <br /> <br />':t,:: <br /> <br />I <br /> <br />In answer to Mr. Schafer, the Mayor said the city policy has been never to seek <br />territory, but provide services to contiguous territory, if possible. <br /> <br />There was some discussion about the possibility of the City providing other services <br />to the College.
