He offered support in use of city facilities, such as municipal court. <br /> <br />The Councilmen had further questions, and Mr. Allen indicated he could prepare a <br />written statement of the full program for consideration by the Council at another <br />co~ttee meeting. no action <br /> <br />I <br /> <br />2/3/71 <br /> <br />T. Request for waiver, Mobile Home Site - Mr. Ron Hilton, 519 Shire Court, requested a <br />waiver of the building code requirement so that a mobile home could be located on <br />his proptery. He hopes to develop a mobile home park on the site, and has <br />requested a waiver so that he could live on the site. <br /> <br />The City Attorney explained the City Code prohibition on s~ngle mobile homes on <br />an individual lot. The only way the City Council could grant this request would be <br />to amend Section 41.23 of the Ci~y Code. <br /> <br />In answer to Councilman williams question, Mrs. Niven of the Planning Commissio~ <br />said the Co~ssion has discussed the desirability of uniform codes .which would' <br />be applicable to mobile homes, as well as to other dwellings. In this case, <br />mobile homes would be equivalent in standing with other dwellings, and eligible <br />for placement on single lots. no action <br /> <br />2/3/71 <br /> <br />U. Legislation, Request for Council position - Mr. Andy Jordan asked for a Council <br />position regaEding revenue sharing, and said that legislators should be notified <br />of Eugene's position in this regard. Councilman Williams reminded the Council <br />that a resolution had been passed previously setting forth the Council's position <br />on this matter. Mr. Jordan distributed copies of the ICMA proposal regarding <br />revenue sharing, and asked the Council to study it and discuss the proposal at its <br />next meeting. <br /> <br />I <br /> <br />Regarding Pollution, Councilwoman Beal reported on related bills suppo;ted by the <br />Cipy. She said those written and proposed by lay groups and the coordinating <br />council of the pollution authority are now ready to be introduced. The Speaker <br />of the House will introduce the bills from theco~ttee on environment. <br /> <br />Mr. Jordan outlined a number of bills which need Council discussion, and said <br />he will bring them up at the next meeting, since time was now short. <br />Mr. Teague moved seconded by Mr. Mohr that the Council act as indicated above to accept, <br />or affirm or file the items listed above. Rollcall vote. All councilmen present voting <br />the motion carried. <br /> <br />No action <br />approve <br />aye, <br /> <br />e <br /> <br />ORDINANCES <br /> <br />COUNCIL BILL NO. 9228 - Vacation of 13th Avenue from east margin of Kincaid Street to the <br />west margin of University Street, reserving easement for emergency vehicles was submitted and read <br />in full the first time on June 29, 1970, given 2nd and 3rd readings, and held for final passage, <br />pending agreement with the university of Oregon. At the meeting of Augusut31, 1970 the ordinance <br />was tabled. It is brought back at this time for further consideration, since an agreement has <br />been signed by both parties. <br /> <br />If this ordinance is passed this will be the final act vacating 13th Avenue within these perimeters. <br /> <br />Mr. Teague asked that another Gouncilman make the motion in this instance. <br /> <br />Mrs. Campbell moved seconded by Mr. Mohr that the bill be approved and given final passage. <br /> <br />I <br /> <br />Mr. Mohr felt consideration of this ordinance was premature. City Mangger pointed out that an <br />agreement had been approved by the Council and signed by representatives of both the State and the <br />City, and that the vacation had been contingent upon this agreement. <br /> <br />Mrs. Niven expressed concern that some terms of the agreement hinged on future vacations. Manager <br />assured her that the contract provided that these vacations would be handled through normal pro- <br />cedures, with public hearings before the Planning Commission and City Council. A letter has been <br />written which will supplement the agreement, so that there will be no misunderstanding. <br /> <br />e <br /> <br />Rollcall vote.
