It would require ,legislation to accomplish <br />this. <br /> <br />Mr. Gribskov moved seconded by ~s. Fiei'd Burning, Experimentation - Councilwoman Beal commented that the seed growers are <br />2/3/71 experimenting with a mobile field incinerator which is greatly improved, and may be a <br />practical solution to part of the field burning problem. $75,000 is required for con- <br />tinuation of research. She asked that a letter be forwarded to the Governor, with <br />a copy to Kessler Cannon, requesting his support of the request for funds to continue <br />that research. <br /> <br />e <br /> <br />Mrs. Beal moved seconded by Mr. Mohr that a letter .be sent as requested. Motion carried. <br />approve <br /> <br />I <br /> <br />D. <br />2/3/71 <br /> <br />Support for Reconsideration of Closure of Hanford Plant - Councilman Williams suggested <br />that the Council join with others in the Northwest protesting closure of the Hanford <br />Nuclear Power Plant. Since the northwest is concerned about the supply of power, <br />closure would increase pressure on existing generating systems and force sooner cons- <br />truction of other plants. <br /> <br />Mr. williams moved seconded by Mr. Mohr that a resolution be drafted urging the Pres- <br />ident to reconsider closure of the Hanford Plant. <br /> <br />Councilwoman Beal reported that testimony at the Legislature had shown that the <br />Columbia River was badly contaminated from waste from the Hanford Plant, and ~he felt <br />the Council should look into this matter carefully before taking action concerning it. <br /> <br />Councilman williams explained that his suggestion had been based upon the matter of <br />closure due to budgetary reasons, and in view of a projected power shortage, this <br />would be rather foolhardy. It should be made clear that the Council has not done <br />this on the basis of environmental consideration .:', <br />, , <br /> <br />Councilman Mohr suggested that the staff be directed to prepare a resolution framed in <br />language which speaks only to the effect of the possible closure because of budgetary <br />concerns. Councilman Williams concurred and suggested that a statement be included <br />that the Council has not assessed the environmental question. <br /> <br />I <br /> <br />Councilwoman Beal will abstain from voting until she has further information on the <br />matter. approve <br /> <br />Councilmen~b~d further comments on this matter, which were withheld until action was <br />taken on the resolution. c:S'?e,:,Page 15 of these minutes for that action. <br /> <br />E. <br />2/3/71 <br /> <br />Joint Housing Committee Recommendation - Mrs. Betty Niven explained the Joint Housing <br />Committee recommendation that the Lane County Housing Authority raise income eligi- <br />bility limits to limits comparable to tho~e currently in effect in Linn and Benton <br />Counties. Since 235 subsidy limits are established at 135% of public housing limits, <br />this action is necessary to increase the 235 limits. <br /> <br />e <br /> <br />Councilman williams expla~ned that this would tend to add to already long waiting <br />lists of the Housing Authority, but this was the only manner in which the 235 limits <br />may be increased, and it seems desirable at this time to increase them. <br /> <br />Mr. Williams moved seconded by Mr. Mohr that the Council approve and forward to the <br />Lane County Housing Authority the recommendations as drafted by the Joint Housing <br />Commi ttee. Motion carried. approve ,: <br /> <br />F. <br />2/3/71 <br /> <br />Library Board Recommendation - A limited number of dollars are available on a matching <br />basis, which would allow development of a special arts department at th~ ,library <br />whi~h would encompass areas of arts and crafts, the dance, and music. The Library is <br />proposing in its budget the sum of $21,054.00 to remodel an area, equip and staff the <br />art and music department. They requdsted Council to approve an application for one- <br />hatf this amount. <br /> <br />I <br /> <br />The Assistant City Manager pointed out that action taken by the Council should be subject <br />to budget committee review. An application could be submitted to the Trustees of the <br />Oregon State Library to see if funds are available. <br /> <br />Mrs. Campbell moved seconded by Mr. Mohr that the Council authorize submission of an <br /> <br />e <br /> <br />~ <br /> <br />2/8/71 - 5 <br />
