<br />Distribution of Correspondence - Manager reported a letter had been received in apprecia-
<br />tion for a tour of joint city-school recreational developments, which was conducted by
<br />the City Parks Department for visitors from the city of Vancouver.

<br />A letter from Senator George Wingard ~advised the Council that it must submit any
<br />proposed legislation prior to February 27. He would be most happy to ccoperate to
<br />help get bills introduced. file

<br />Interpretation of Request~ror Planning Commission Report - Councilman Mohr felt the
<br />Council may have been remiss in giving detailed instruction to the Planning Commission
<br />regarding its request at the last meeting for a report concerning density.
<br />
<br />TIie City Manager felt it might be desirable for the Planning Commission to prepare a
<br />proposed memorandum for the Council before meeting with them.

<br />Mayor Anderson said it had been his understanding the Council and Planning Commission
<br />would meet jointly to discuss these matters.
<br />
<br />The Planning Director said he, had.planned"to arrange a joint meeting, .but had not
<br />scheduled it Yet. There, was. some,..question;;whether,.i tshould be.. on the, regular Council
<br />or Commission meeting day." ,It,was,the..consensus,.that the meeting should be scheduled
<br />for a Monday, so that there would be.no need to consider,..other.. Council business.

<br />Mr. Williams commented that there were several interested citizens, and he suggested
<br />there be some publicity so that they may attend.

<br />Balboa Park, Councilman McDonald request for Report - Councilman McDonald voiced his concerns
<br />over problems the neighborhood is, suffering from Balboa Park, and asked that a staff
<br />report be submitted soon. The.City,Manager said staff has been working on this report
<br />for some period of time,. and tl1at it .will be quite.. comprehensive. '

<br />Councilwoman Beal requested that the report include information on a method which would
<br />be used to close this operation down completely, and the legal ramifications of such
<br />a move.
<br />
<br />Councilman Teague suggested the Council should be looking at a method to inform people
<br />of issues which are of public interest, so that they will not have misinformation and
<br />some preconcei ved ideas ,about matters on Wilich there ,may be strong opposi tion. He fel t

<br />was getting short, Manager suggested the Council meet next Wednesday at 11:00 for further
<br />study of the code. This was agreeable.

<br />trian use of the mall. The question may be referred to the bicycle committee for further
<br />study. If they reach any conclusions for modification, the Council could amend the ord-
<br />inance.

<br />Councilman McDonald was distur~ed \~ith prohibition of bicycle riding in the mall, and felt
<br />the Council was on record as encouraging use of bicycles. He felt the Bicycle committee
<br />should make a study of the problem. Manager pointed out that the staff recommendation had
<br />been that the ordinance be passed now, so that the immediate problem could be alleviated,
<br />and that the bicycle committee study the matter, and make further recommendations. If
<br />necessary, the ordinance could then be amended.
